solicitation is for the privatization of the U.S. Army owned wastewater
utility collection, treatment, and disposal facilities which provides
wastewater utility services to military installations located in and
around Schofield Barracks, Island of Oahu, Hawaii. Privatization is
defined as the transfer of ownership and responsibility for the
operation, maintenance, repair, future upgrades, and future utility
system replacements. As a result of this solicitation, the firm
selected will assume ownership of the utility systems. A single award
is intended for this requirement. A firm-fixed price type contract is
anticipated if awarded to a contractor. The Contractor shall manage the
maintenance, repairs, replacement, etc., of the system(s) to ensure
continuous, adequate, and dependable service for all Government or
tenant connection within the service area. GENERAL -- The wastewater
utility system consists of: 33 buildings and/or associated support
structures; 8 holding tanks ranging in capacity from 42,800 to
1,250,000 gallons; approximately 506,800 linear feet of piping, with
sizes ranging from 4-inch to 24-inch diameter; 1,565 manholes; 18 lift
stations, 9 of which have emergency generators. Pretreatment
facilities include 36 oil/water separators, 25 grease traps, 2 silver
recovery units, and 2 oil interceptors. Treatment plant capacity is 4.2
MGD. The maximum design capacity of the facility is 9.5 MGD. The total
period of performance is 50 years which includes the following: Base
Period 25 Years (9 Feb 01 though 30 Sep 2025) and three prepriced
option periods (Option One 10 years, Option Two 10 years, Option Three
5 years). This procurement is unrestricted. Large businesses are
required to submit a subcontracting plan. SIC 4952, Sewerage Systems.
Solicitation issue date is on or about 15 May 00. Telephone requests
will not be honored. Solicitation charge is $112.00 each. Payment by
check or money order shall be made payable to DFAS, HONOLULU, OPLOC.
