COMMERCE BUSINESS DAILY ISSUE OF APRIL 3,2000 PSA#2570EXTENSION OF CURRENT JOB ORDER CONTRACT (JOC) This notice serves to
alert the contracting community of a pending contract action. Companies
or persons wanting to comment or submit a proposal should submit in

All comments or (and) proposals will be considered. The most likely
end-state of this proposed contract action is -- the current contract
will be extended with the incumbent contractor at the current
coefficient. PROPOSED ACTION: The contracting officer proposes to
extend the current 8 state (MN, WI, IL, IN, IA, NE, OH, MI) Job Order
Contract (JOC) DAKF61-96-D-0029 for additional performance period of 29
May through 28 Sept 2000 (4 months). Along with this extension, the
contract maximum will be increased by $4.5 million. The incumbent
contractor is Madison Services Inc, P.O. Box 1639, Madison, MS 39130.
The current JOC contract is a base and options IDIQ contract with a
$450K annual minimum and a contract maximum of $17.5 million. This
extension and increase, is necessary to avoid disruption of services to
the 88th Reserve Support Command until the next JOC contract is awarded
during June or July 2000 competition of the next contract is restricted
to 8(a) firms. The extension also provides for transition and overlap
while the ensuing contractor mobilizes. CONTRACT REQUIREMENT: The
current JOC contract spans nearly all construction disciplines. Under
this contract, the Gov. can order, but is not obligated to order,
repair/construction at any of nearly 200 reserve centers scattered
across the 8-state area. Typical delivery orders average $120,000.
Costs of projects are negotiated on site based on the work required and
prices in the current contract price book; contract Davis Bacon wage
rates apply to all orders. Delivery orders are issued as firm fixed
price orders at the conclusion of negotiations; the Gov. incurs no
obligation to issue negotiated projects. No minimum dollar amount is
guaranteed with this contract action. Maximum payment and performance
bonding is required. Contractor administrative, management, and quality
control personnel/sections are required. A field office(s) is required
-- possibly several depending on projects awarded. Split
