synopsis. This is a Request for Information (RFI) only, and does not
constitute a Request for Proposals (RFP) or an Invitation to Bid (IFB).
There is no read file nor is there any additional information or
documentation available. No contract will be awarded as a result of
this sources sought synopsis. The Air Force Space Command
Communications Support Squadron, Infrastructure Section has a
requirement to upgrade communications services to the Intercontinental
Ballistic Missile (ICBM) Missile Alert Facilities (MAF) at Malmstrom
Air Force Base, Montana, Minot Air Force Base, North Dakota and F.E.
Warren Air Force Base, Wyoming. Existing services are currently leased
via the Defense Information Contracting Office (DITCO). There is now
service between the Malmstrom AFB Central Office and each of 20 MAFs,
F.E. Warren AFB and each of 20 MAFs and Minot AFB and each of 15 MAFs.
Service consists of 4 voice, 1 ring-down and 1 low speed serial data
circuit per MAF. New services required must support twelve two-wire
loop start toll quality voice lines, one 1Mbps Ethernet connection, and
one 156 Kbps serial data port capable of supporting individual data
circuits from 1.2 to 56 Kbps between each base Central office and its
respective MAFs. Services provided must include all necessary equipment
and configuration and maintenance of same. Information provided
regarding the solution and costing may be on an individual base
location and its MAFs, two bases and MAFs or include all three bases
and all MAFs. Solutions and pricing should be to a level of detail to
include labor and materials for both non-recurring and monthly
recurring charges and delineate where such services are being provided.
Pricing may also be structured in such a fashion as to include initial
costs in the monthly recurring charges for the first year of service.
