KolosKO@hqda.army.mil. The Defense Supply Service-Washington intends to
award a contract, on a sole source basis to the John M. Olin Institute
for Strategic Studies at Harvard University to produce an edited
volume of essays on "military and strategic planning during inter-war
periods." The purpose of the volume is to examine how different
military organizations in the past have undertaken the task of planning
for the future in periods of relatively high uncertainty. The aim is to
distill useful information for planners today. Unlike previous projects
that focus on the 1919-39 period alone, this project will examine five
different inter-war periods and will thus be able to draw on a wider
range of experience. This is not a request for proposals and no
