Contracting Officer The Securities and Exchange Commission is seeking
sources of commercially available, off-the shelf software to record and
track complaints regarding securities activities, and subsequently
distribute the complaint data through a workflow system to appropriate
recipients. The software shall be capable of capturing information
submitted in various forms (electronic mail [75%], web-based forms
[15%], and letters, faxes and telephone calls [10%]) and populating
respective databases. Input data, regardless of media, shall be
converted to an electronic record through scanning, OCR/ICR and other
applicable conversion processes. Each instance of complaint submission
shall be recorded as a record, or be associated with a previous
complaint activity record. The software shall extract data from various
databases (or a central repository) via ODBC using canned and ad hoc
routines, and the fields in each database shall have differing access
rights for various users. A user shall be able to view (from anywhere
usinga web browser), download, and edit documents in the repository or
databases, depending on access rights, and then be able to distribute
the document (or links/pointers to the document) through a workflow
system which has capabilities to automatically route the document
according to pre-defined and ad hoc processes. The workflow component
shall be able to provide complete audit data for each record, such as
which user handled the record, when, and what action was taken with the
record. The workflow software shall be capable of automating business
processes. The software shall be capable of generating automatic or
user-selected, pre-defined and constructed response documents based on
input content. The tracking/workflow software shall have
forms-generation functionality. The software shall be readily scalable
and customizable with non-proprietary toolshe software must operate on
a UNIX/Solaris or Windows NT 4.0 server with NT 4.0 clients. Product
demonstrations may be requested of respondents to this information
request. Respondents are also requested to submit a rough order of
magnitude (ROM) cost estimate with their information, and identify any
contract vehicles (GWACs, GSA Schedule, etc) through which the
respondent can be reached. Respondents must specifically address the
requirements stated herein, and cross-reference any product literature
submitted with the salient characteristics identified. All information
submitted in response to this notice is non-binding, no selection shall
be made on the basis of this request, no request for proposal (RFP)
exists. This notice constitutes the entire requirement. All information
submitted in response to this RFI shall be received NLT 15 days after
publication date. If the Commission identifies appropriate candidates,
