Solicitation F44600-00-T0002 is being modified to extend the date
quotes or offers are due by 12:00 P.M. (EDT) 5 April 2000. The
descriptive literature and line drawings are due concurrent with quote.
Two additional CLINs are added for each system: CLIN 0032 RGB SPECTRUM,
RGB /Videolink Video Scan Converter, Model # 1650X, quantity 2 each;
CLIN 0033 INLINE, Compact Universal Decoder with On-Screen Menus, Model
# IN1010, quantity 2 each. The following Statement of Work is hereby
made a part of this solicitation. In the event of an ambiguity between
the following Statement of Work and the information in the
solicitation, the following Statement of Work prevails. STATEMENT OF
WORK 480 INTELLIGENCE GROUP AUDIO-VIDEO UPGRADE As of 30 Mar 00
Overview The requirement is for design, installation, setup, and
training on two identical Audio-Video Projection Systems for
installation at 34 Elm Street (Building 23) Langley AFB, VA 23665.
Proposed system riser diagrams, floor plans and layout drawings will be
provided by the contractor. Any necessary facility modifications,
structural or electrical, required for system installation/operation
(if any), must be identified by the contractor and will be accomplished
by the user. System design System design is for a turn-key operation
that includes all equipment (except that noted below), wiring,
programming, hook-up, installation, training, one-year required
warranty and two-year extended warranty on all materials and labor and
a three-year quarterly on-site preventative maintenance program. The
overall design and equipment proposed will be identical for two
conference rooms providing smooth, user friendly, transition from room
to room. Size and layout of conference and projection rooms, although
different, should not impact basic system design. Equipment locations
and layout will differ according to space and size requirements. Three
projectors will allow for 2 side-by-side rear projection displays or
one centered projection at any given time. Computers (CPU, monitor, and
keyboard) input devices will be government furnished. Current computers
being utilized are Pentium III, (Quantity 3) Gateway model TB3-500,
with 15 pin RGB connectors and (Quantity 1) Sun Spark 10, UNIX system,
with Sun DW13 connectors (Sun-DW13W3). Varies Laptop computers are
utilized as input devices (1 laptop at any given time). Any submittals
substituting listed equipment will certify specifications and
capabilities meet or exceed that of listed equipment and contractor
will provide cut sheets identifying such. Projection Each system design
proposes three SANYO PLC-EF10NAL projectors for each conference room.
This projector is rated at 3000 lumens and provides a true SXGA
(1280X1024) and compressed UXGA (1600 DPI) resolution. The projectors
will use Sanyo_s wide-angle variable lens to accommodate the allowable
screen image size. Mirrored racks will not be used because of
additional cost and potential image degradation. Audio The speech audio
will be mixed with an Audio Technical automatic mixer, feeding aCrown
CT210 amplifier and four Soundolier coaxial ceiling speakers. The
Source Audio will be routed through the Extron 1616HVA matrix switcher
and then processed through the Biamp SPM522 mixer. The zone 2 output
of the Biamp will control a record feed to the VCR. Wireless
Microphones and necessary equipment will be included. System Control It
is important the system design provides for user-friendly operation.
All control equipment listed for this project is manufactured by AMX.
The two primary pieces of AMX control equipment is the user interface
touchscreen and the system control frame. The AMX AXT-CA10 lectern
mounted touchscreen will allow for seamless control of all devices. The
system control frame is the AMX Axcent3. The Axcent3 controls devices
through RS232 and IR commands. The most important device controlled by
the Axcent3 is the Extron 1616HVA 16X16 switcher. This switcher
directs 16 inputs (sources) to 16 different outputs (i.e. projectors,
monitors, VCR recorders_). Dedicated recording VCR willbe looped to
provide input and/or output. Each system will include one wireless
touchpanel for each conference room. Recordings The recording
requirement is for event recording from both cameras and images (one or
two) reflected on the projectors. All recording will be done on a
dedicated VCR. Audio from two ceiling microphones mounted over the
event attendees, a lectern microphone, and the selected source(s) will
be routed by a Biamp SPM 522 event mixer to the speakers and recording
VCR. Video from the sources being projected from the Sanyo projectors,
a lectern camera, and an event attendee camera will be recorded to the
VCR through a quad splitter, which will display four images
simultaneously. Scan Conversion Boxes/Decoders will be necessary to
provide computer/video single conversion as necessary for VCR recording
and monitoring. Devices must be capable of conversion up to 1600 X 1200
pixel Resolution. Timelines/Schedules All equipment is to be procured,
installed, operational and required user trainingprovided
not-later-than close of business1 Jun 00. Installation schedules will
be coordinated and approved by the user through the contracting
representative. Schedule changes may be necessary due to mission
requirements. Weekend and evening work may be necessary at times. Other
Building 23 is a secure facility. Escorts will be required at all
times. On-site equipment storage will be provided by user during

This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in the Federal Acquisition Regulation
(FAR) Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation

Solicitation F44600-00-T-0002 is issued as a Request for Quote using
Simplified Acquisition Procedures under the test program for certain
commercial items found at FAR Part 13.5. (iii) The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-15 and Defense Federal
Acquisition Regulation Supplement, Defense Change Notice (DCN)
20000113. It is the contractor_s responsibility to be familiar with
applicable clauses and provisions. (iv) This acquisition will be 100%
small business set-aside. The Standard Industrial Classification Code
(SIC) is 5065 with a small business size standard of 100 employees. (v)
The 1st Contracting Squadron has a requirement to purchase two complete
Audio-Visual Projection Systems for installation at 34 Elm Street,
Rooms 4A and 110, to include all equipment, wiring, cabling,
terminations and programming to provide a complete turn-key
installation/operation. (vi) Each system shall include the following

CLIN 0030 Contractor shall furnish all labor, material and
transportation required to deliver, set-up, install, program,
terminate, and perform all operations necessary to provide two fully
compatible and properly installed Audio-Visual Systems with complete
turn-key solution/operation with 1-year complete warranty. Contractor
shall submit with quote the following items: blueprints, schematics,
diagrams, or drawings for the system layouts and components
connectivity, the lectern and the custom furniture. CLIN 0031 Provide
3-year Extended Service Plan, to include preventive maintenance
service, on two Audio-Visual Systems (in addition to the1-year warranty
stated in CLIN 0030). The Extended Service Plan shall provide for
contractor availability 5 days per week (Monday-Friday), 8 hours per
day, with 8 hour maximum response time after initial notification from
Government POC; all labor costs; no parts costs; loaner equipment,
when available, during preventive maintenance and when major repairs
are being accomplished. Loaner equipment shall be provided at no cost
to the government. Quarterly preventive maintenance inspections shall
include complete system diagnostics to include verification of RF
signal levels, audio levels, optical budgets, and software operation.
Quarterly inspections shall include hardware maintenance including
cleaning of monitors, camera lenses, filters, and inspection of all
field terminations. The Contractor shall not be responsible for damages
to the equipment due to Government misuse, abuse, or accident,
disaster, fire, flood, water, wind, lightning and power protection
equipment. Contractor shall provide one full day (8 hours) of hands-on
training on how to properly operate and trouble shoot the system.
Training shall be conducted at 34 Elm Street in either Room 4A or 110
for a maximum of 10 individuals. (vii) Delivery: Date of delivery to
include totally installed and completely operational A/V systems and
training shall be by NLT 1 June 2000. Contractor shall state in offer
their capability to meet the 1 June delivery requirement or express
their ability to meet an earlier delivery date. Delivery will be quoted
as FOB Destination to 34 Elm Street, Langley Air Force Base.
Responsibility and Inspection: Unless otherwise specified in the
contract or purchase order, the supplier is responsible for the
performance of all inspection requirements and Quality Control. (viii)
The following FAR provisions and clauses are applicable to this
procurement: 52.212-1, Instructions to Offerors -- Commercial Items
(NOV 1999), is hereby incorporated by reference. Addendum to FAR
52.212-1 A site visit is scheduled for March 30, 2000 @ 9:00 AM, 34 Elm
Street, Langley AFB, VA 23665. Coordination must be done with POC Mr.
Al Foster, 757-764-5739, in advance of site visit to identify visitors
by name. Pictured identification will be required upon arrival for
site visit. Site for installation will be addressed during the site
visit and a question and answer session will be conducted at the end of
the site visit. Offers must be itemized and individually priced
according to CLIN numbers and include legible descriptive literature
for _or equal_ items for evaluation purposes. (ix) Solicitation
provision at FAR 52.212-2, Evaluation _ Commercial Items (JAN 1999), is
hereby incorporated by reference. Evaluation _ Commercial Items (JAN
1999) (a) The Government will award a purchase order resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following factors shall be used to
evaluate offers: (i) technical capability of the items offered to meet
the government requirement, (ii) delivery and (iii) price. The
Government reserves the right to evaluate technical compliance/delivery
capability and make a best value decision. This could result in award
to other than the lowest priced offer. The areas of technical
capability and delivery are of higher importance when compared to
price. The technical evaluation will consist of reviewing and
evaluating the _or equal_ literature for compliance with meeting or
exceeding requirement specifications. If the offeror fails to provide
the descriptive literature, blueprints or drawings, or statement that
he/she can meet the delivery date, it may be grounds for disqualifying
his/her offer. (x) Offerors are reminded to include a completed copy
