488-2639 The Centers for Disease Control and Prevention (CDC) intends
to negotiate with, and award a contract to Ross Kirchhoefer. The award
will be made on a sole source basis for professional services. The
vendor will be required to perform thin layer chromatography (TLC) and
legal reference methods (LRM) testing on selected samples, and provide
all labor, materials, and supplies to prepare the TLC teaching modules,
including course outline and syllabus, and necessary audio-visual
materials. Specific drugs to be tested using TLC and LRM are:
isoniazid, rifampicin, pyrazinamide, ethambutol, streptomycin, and
tablets of various combinations of these four drugs (fixed-dose
combinations). The vendor will be required to teach the TLC methodology
to 8 participants in at least 2 TLC training courses of 1 week duration
in Africa (Year 1) {likely location Harare, Zimbabwe}. Products of this
procurement include prepared reports on the TLC and LRM analyses,
prepared TLC teaching modules, prepared TLC kits, and applied training
in at least two courses. TLC and LRM analysis shall be performed using
aliquots of the same sample. This requirement falls under SIC code
8733. Other that full and open competition is authorized pursuant to 41
U.S.C. 253(c)(1),FAR 6.302-1. The minimum qualifications of vendor
include, but are not limited to the following: The vendor shall possess
the following minimum qualifications to perform these tasks: The vendor
shall have a MS in an academic field relating to chemistry, have at
least 10 years experience in chemical analytical methods, as well as
experience with TLC, have access to relevant materials and laboratory
space to be able to perform these tasks, and have extensive experience
in training in analytic chemical methods. Qualified vendors have 15
days from date of this synopsis to submit a capability statement
delineating their ability to provide these services. Such
qualifications will be used solely for the purpose of determinating
whether or not to conduct this procurement on a full and open
