Mitchell (843) 820-5749 The proposed contracts listed herein are being
considered for 100% 8(a) HUBZone or Small Business Set-Aside. All
interested 8(a) HUBZone or Small Business concerns will notify this
office in writing: Attn: Code 0213FM of their intention to submit a
proposal on the proposed contracts as Prime contractor no later than 10
April 2000. This notification/submittal must include (1) Identification
of firm as 8(a), HUBZone and/or Small Business; (2) Resumes indicating
the qualifications of key personnel of multi-disciplinary teams who
would be responsible for the preparation of
environmental/historical/archeological studies to include, but not
limited to, Principals, Project Managers, and Lead Professionals for
each lead study discipline [Physical Science (i.e., geologist,
hydrologist, air quality, and noise scientists), Biological Sciences
(i.e., biologist, ecologist, and environmental scientist), and Social
Science (i.e., socio-economist/planner, archeologist, and historian;
(3) Provide descriptions of completed studies that indicate relevant
past experience with regards to the preparation of National
Environmental Policy Act (NEPA) documents for actions affecting major
construction and significant changes in population as well as the
preparation of National Historic Preservation Act (NHPA) studies. State
whether the work was accomplished as the prime or consultant; (4)
Provide a description of capacity to accomplish multiple NEPA and NHPA
studies simultaneously and the ability to sustain the loss of key
personnel while accomplishing work within the required time limits, and
(5) Identify the region or regions firm is interested in performing
required services. IF ADEQUATE INTEREST IS NOT RECEIVED FROM 8(a) or
HUBZone CONCERNS, CONSIDERATION WILL THEN BE GIVEN TO SETTING THE
REQUIREMENTS ASIDE FOR SMALL BUSINESS CONCERNS. IF ADEQUATE INTEREST IS
NOT RECEIVED FROM SMALL BUSINESS CONCERNS, THEN THE REQUIREMENT WILL BE
ISSUED UNRESTRICTED. THE REQUIREMENTS FOR THE SF254s AND SF255S etc.
ARE NOT REQUIRED TO BE SUBMITTED AT THIS TIME FOR THE SET-ASIDE
DETERMINATION, BUT WILL BE REQUIRED FOR SELECTION DETERMINATION. This
solicitation may result in the award of two (2) or more indefinite
quantity/indefinite delivery contracts. It is anticipated that the
geographical area to be covered by the first contract,
N62467-00-R-0319, will encompass the states of North Carolina, South
Carolina, Georgia, Florida, Alabama, Mississippi, and Tennessee. It is
anticipated that the geographical area to be covered by the second
contract, N62467-00-R-0320, will encompass the states of Louisiana,
Texas, Oklahoma, Arkansas, Kentucky, Missouri, Kansas, Colorado,
Wyoming, South Dakota, North Dakota, Nebraska, Iowa, Illinois,
Minnesota, Wisconsin, Indiana, Michigan, and Ohio. Work includes
preparation of Environmental Impact Studies (EISs) and Environmental
Assessments (EAs), historical, and archeological studies as needed for
proposed Department of Defense actions. Typical issues to be addressed
could include, but will not be limited to, the following areas: impacts
to wetlands; impacts to endangered and threatened species; impacts to
air and water quality; impacts of noise; impacts to cultural resources;
socio-economic (employment, traffic, schools, housing, etc.) impact;
compatibility and site selection criteria; and stormwater management.
The geographical area encompassed by this contract will be Southern
Division, Naval Facilities Engineering Command area of responsibility.
The firm/team may also, on occasion, be tasked to provide the services
described herein at government activities outside the SODIV AOR. These
actions will be decided on a case-by-case basis as approved by the
contracting officer. It is anticipated that most work will be in the
SODIV AOR. The government reserves the option to award one or more
contracts within states other than indicated above based upon responses
received. For consideration provide one submittal package for each
contract The submittal package must be received in this office not
later than 4:00 P.M. EASTERN TIMEon MONDAY, 10 APRIL 2000. Submittals
received after this date and time will not be considered. Label lower
