Specialist, 215-656-6775 This acquisition is a one step turnkey design
and construction of a new 6,600 square meter three story Visitor's
Quarters (VQ). Facility will be located on south base at 14th and
Sumner Streets. Work includes but is not limited to providing adequate
living quarters to accommodate temporary duty personnel. Project
includes a separate building for central mechanical and electrical
utilities, parking areas, covered walkways, and the demolition of one
substandard VQ (Building #806) including removal and disposal of
asbestos containing materials. This project also includes the following
options: Design Options 1, 2, and 3 for design of six, twelve, and
eighteen additional guest rooms, respectively; Design Options 4 and 5
for design of covered walkways from Building #800 to VQ II and from VQ
II to Building 803, respectively; Construction Options 1, 2, and 3 for
construction of six, twelve, and eighteen additional guest rooms,
respectively; Construction Options 4 and 5 for construction of covered
walkways from Building 800 to VQ II and from VQ II to Building 803,
respectively; Construction Option 6 for soil testing and bioremediation
or removal of petroleum contaminated soils; Construction Option 7 for
disposal of asbestos (>2%) contaminated soil at areas where the high
temperature hot water lines are removed; Option 8 to connect VQ II
communications lines to communications switch in Building 803.
Completion time is 696 calendar days. The contract duration will be
extended 30 days for each option awarded. Potential hazards that may be
encountered during the project include asbestos, lead paint, PCBs and
TPH contaminated soils. Major evaluation criteria in descending
weighted order will include: Price and Management. Detailed evaluation
criteria will be included in the RFP package. Award of the contract
will be made as a whole to the offeror whose proposal conforms to all
requirements of the specifications and offers the "greatest value" to
the Government. SIC Code for this project is 1522 and the small
business size standard is $17 million. Issue date for the request for
proposals is on or about April 10, 2000 with proposals due by close of
business on or about May 11, 2000. Solicitation documents will be
furnished on CD-ROM only; hard copies will not be available. One copy
of the CD-ROM will be furnished to each bidder at no charge. All
requests for a CD-ROM shall be in writing and sent to the attention of
Denise DeTitta. Requests may also be submitted by fax to 215 656-6780
or 215 656-6798. All requests must include a physical street address,
telephone number, fax number, point of contact, and business size.
Additional copies of the CD-ROM will be provided at a charge of
$5.00/CD. Checks must be made payable to "USACE Finance Center,
Millington". Contractors may view and/or download this solicitation and
all amendments from the Internet at the following address:

after issue date of the solicitation; however the official media of
distribution forthis solicitation is the CD-ROM. Estimated cost range
of the project is $10,000,000 to $15,000,000. All contractors must be
registered in the Central Contractor Registration database prior to
award. Instructions will be included in the RFP package. Liquidated
Damages will be specified. Davis Bacon rates will be applicable to the
construction portion and bonding is a requirement. This procurement is
advertised as unrestricted and is subject to the availability of funds.
