small business concerns ONLY. Small business concerns are being sought
as potential sources for the direct conversion of the Air Operations
Squadron, Aircraft Delivery Flight, Delivery Control Center as
announced by the Deputy Chief of Staff, Plans and Programs on 29 June
99. This direct conversion will be conducted in accordance with the Air
Force Commercial Activities Policy Instruction that implements the
Office of Management and Budget (OMB) A-76, Performance of Commercial
Activities. This circular reaffirms the Government's policy to rely on
the private sector for products and services. The contractor will be
required to provide all management, supervision, labor, training,
tools, equipment, transportation, and materials necessary to operate
the Delivery Control Center in support of the Air Operations Squadron
at Langley Air Force Base, Virginia, as defined in the draft statement
of work (attachment 1). Please be advised that this SOW is merely a
DRAFT at this time and various changes may likely be included in the
final SOW once released. This draft SOW is provided to give companies
an overview of the overall services to be requested. The mission of the
Center is to provide the safe and timely worldwide delivery of
approximately 200 to 300 transoceanic sorties (per month) for
Department of Defense and Foreign Military aircraft. The Delivery
Control Center serves as the command and control function for
continuous monitoring of all aircraft deliveries and reports directly
to the Air Operations Squadron Commander. The Center is required to
coordinate with higher military headquarters_ elements, US and Foreign
embassies, national and international aviation agencies, enroute
military support installations, overseas military delivery elements and
Delivery Control Officers (DCO) to effect timely and safe aircraft
delivery. The Center makes time-sensitive inputs concerning deployment
timing, refueling support and missed air refueling abort bases. At
this time we will create an official Source List. Interested offerors
are requested to add their names to the Source List by e-mailing the
contract manager, Lois Nicholson, at lois.nicholson@langley.af.mil or
faxing a request to her attention at 757-764-9773. Companies should
cite the reference number (ACCONS-00-01), indicate whether their
company is a small business, small disadvantaged business, or a
woman-owned business and include a complete mailing address, phone/fax
numbers, and email address . In addition to establishing an official
Source List and in order that we may fully understand a company_s
capability to perform the required services and establish our
acquisition strategy, we request submission of additional information
(limited to 5 pages) that outlines your company_s ability to perform
the work anticipated under this acquisition. It should be emphasized
that this request IS NOT a request for proposals. Request your company
provide the following information NLT 4:00 PM on 31 March 2000. (a)
Statement that your company is certified and qualifies as either a
small business, small disadvantaged business, or women owned business
in Standard Industrial Classification (SIC) 8744 ($5 million),
Facilities Support Management Services. (b) A capability statement that
provides brief information on your company_s managerial, technical and
financial resources to be able to meet the program requirements as
detailed in draft SOW. Specifically, ensure that this statement
adequately addresses your company_s ability to meet any up-front
capital investment; manage and integrate subcontract efforts; hire
qualified personnel to provide continuous 24 hours operations in
accordance with paragraphs 5.1, 5.5 and 5.6 of draft SOW; provide a
quality control system capable of identifying, correcting, and
preventing initial/recurring discrepancies that meets the government_s
inspection/quality requirements in accordance with paragraph 5.2 of
the draft SOW; develop a comprehensive training program in accordance
with paragraph 5.1.5 of the draft SOW; ensure all contractor personnel
to possess a secret clearance in accordance paragraph 5.1.6 of the
draft SOW; and perform center management, mission planning/execution
and administrative function in accordance with paragraphs 1.2 through
1.5 of the draft SOW. (c) References and relevant data that include a
brief description of the contract, point of contact and phone number
for similar past or current performance accomplished for the government
or commercially. (d) Statement that identifies the company_s management
structure and outlines key personnel and lines of authority within the
organization structure; (e) Statement as to whether your company
intends to bid as a prime contractor for this effort (f) Evidence that
your company has the requisite accounting, purchasing, property,
insurance, and funds management capabilities to support this effort.
Also include evidence of ability to provide sound management and
physical security of government assets This information will be used
only for market research purposes and will not be used as a part of
proposal evaluation later. All information received will be protected
and safeguarded as ACQUISITION/SOURCE SELECTION SENSITIVE in accordance
