This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. 00-SQ-30-7820 is issued as a
Request for Quote (RFQ) and incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-15. This Solicitation is
issued under the Simplified Acquisition Procedures (SAP) for Small
Business-Small Purchase set-aside (100%) . Standard Industrial
Classification is 3563 and the Business Size Standard is 500 employees.
The Bureau of Reclamation has a firm fixed price requirement for the
following items: Two (2) each rotary screw air compressors, air cooled.
One compressor being design rated for continuous operation of 125 psi
at 215 cfm, with direct driven and end, capable of producing 100,000
hours of service life. The smaller compressor may be belt driven. Fluid
carryover into the downstream air system shall not exceed 3 ppm by
weight. A full enclosure cabinet shall be provided with each
compressor. Average sound levels, with a full enclosure cabinet, shall
not exceed 76dB when measured one (1) meter away for the compressor in
free field condition. COMPRESSOR CONTROLS The compressor controls shall
allow for full range modulation to match compressor capacity to system
demand. If system demand should fall below 20% of compressor capacity,
the compressors shall go into an unload condition. An adjustable timer
shall be provided to shutdown the compressor if it runs in the
unloaded mod for a predetermined length of time. The compressors shall
automatically restart if the system pressure falls below the set
point. Compressors shall be capable of sequential operation with each
other, and capable of cycling a minimum of 4 times per hour. SPARE
PARTS A list of recommended spare parts with individual pricing shall
be included with the bid. MANUALS Three (3) complete sets of manuals
including: operating instructions, maintenance procedures, and
illustrated parts breakdown shall be furnished. INSTALLATION
Installation shall be by Government Personnel. TRAINING Include cost
for startup and minimum of four (4) hours training DRIVE MOTOR The main
drive motor of the large compressor shall be 50 nameplate horsepower
rated for 460 volt, 60 cycle, 3 phase operation. The second compressor
shall be 25 horsepower rated for 460 volts, 60 cycle, 3 phase
operation. Both motor starters shall have soft start capability. All
electrical controls shall be designed and constructed in accordance
with National Electrical Code (NEC) guidelines. Contractor shall
provide all materials, labor, and transportation necessary to deliver
the items to Bureau of Reclamation, Parker Dam Field office Parker Cam
CA. 92267. The following FAR provisions and clauses apply to this
acquisition: 52.212-01, Instruction to Offerors-Commercial (Jun 97).
Offerors must include with their offer a competed copy of the
provisions at Far 52.212-03, Offeror Representation and
Certifications-Commercial Items (Jan 97); 52.212-04, Contract Terms and
Conditions-Commercial items (May 97); Clause 52.212-05, Contract Terms
and Conditions Required to Implement Statutes of Executive Orders-
Commercial Items (Aug 96). Offers must be sent in writing or faxed to
