synopsis/solicitation for two (2) each all terrain vehicles and
trailers prepared IAW FAR Subpart 12.6, as supplemented with additional
information included in this notice for the Counter Drug Division of
the Tennessee Army National Guard for Marijuana Eradication operations.
This announcement constitutes the only solicitation; quotes are being
requested and a written quote will not be issued. This requirement is
being issued as a Request for Quote number DAHA40-00-Q-0106. This
Request for Quote document incorporates provisions that are in effect
through Federal Acquisition Circular 97-15. SIC code is 3711. Award
shall be based on lowest price technical acceptable proposal. The all
terrain vehicles are required to be airlifted in UH-60 Blackhawk
helicopters and placed in an area of close proximity to the marijuana
patches. The ATV trailers will be needed to carry ATV's over the road
to and from located marijuana patches. Counterdrug personnel will use
the vehicles in areas of mountainous terrain to transport themselves
into the patches in order to eradicate the plants. The vehicles are
essential to the efficiency and effectiveness of the Task Force
operations due to the remote locations of marijuana patches. The
following are minimum specifications for the all-terrain vehicles: (a)
Engine -- Gasoline powered, air or liquid cooled, 4 stoke, 300cc; (b)
Differential -- Full time 4 wheel drive, with limited slip; (c)
Transmission -- 5 speed with reverse and automatic clutch; (d) Starter
-- Electric; (e) Fuel Tank Capacity -- Manufacturers standard; (f)
Dimensions -- Approximate length 74.0", approximate width 41.0"; (g)
Engine brake -- Required option; (h) Towing capacity -- 700 lbs; (I)
Required Features and options: Unit to include all manufacturers
features advertised as standard and to include: (1) Front and Rear
Racks; (2) Trailer Hitch; (3) Two Headlights; (4) Rear Lights; (5)
Parking brake; (6) Tires -- Deep cleat high flotation as recommended by
the manufacturer's for model bid; (7) Operators Manual for each
vehicle; (8) Repair parts, maintenance and accessories manuals; (9)
Warranty: Six months unlimited mileage or manufacturers standard in all
areas that exceed minimum and three year extended warranty; (10)
Delivery: Units to be completely assembled and ready for use upon
delivery. Trailers for ATV's -- minimum specifications for the trailers
are: (a) All metal to include floor; (b) Metal side rails at least 12"
tall with tie down holders; (c) 1000-1200 lb. Axle; (d) 12" -- 14"
wheels with tires; (e) 2" trailer tongue with safety chains; (f) Rear
tail lights; (g) 4 ft. -- 5 ft. wide and 8 ft. long; (h) Tail gate ramp
or tilt bed trailer. The provision at FAR 52.212-3, Offeror

acquisition. A completed signed copy of this provision shall be
