greg.blair@fema.gov. The Federal Emergency Management Agency (FEMA)
currently has a requirement for, and intends to award a contract for
support of the Chemical Stockpile Emergency Preparedness Program
(CSEPP). A contractor is required to provide technical assistance
support to Federal, State, county and the U.S. Army to FEMA's
Preparedness Training and Exercise's Directorate, Chemical and
Radiological Preparedness Division in the development, conduct, and
evaluation of joint FEMA/U.S. Army sponsored exercises. The Department
of Defense Authorization Act for 1986 (Public Law 99-145) directs the
chemical demilitarization program to provide maximum protection for
the public, post personnel, and the environment. To achieve this
directive, funds have been allocated to improve on-post emergency
preparedness and to assist State and local governments in developing
their emergency response capabilities. These exercises are in support
of the Chemical Stockpile Emergency Preparedness Program (CSEPP) and
FEMA's increased emphasis on emergency preparedness at each chemical
storage site and its surrounding community. Specific tasks to be
performed include the evaluation of CSEPP exercises, development of
exercise scenarios and related documents, on-site training of exercise
evaluators, providing clerical and administrative support at
exercises, hazard plot modeling, set up and execution of a Simulation
Cell (SIMCELL) for conducting the exercise, moulage of accident victims
for medical evaluation and treatment, and exercise report compilation,
printing and distribution. The CSEPP Exercises will be held in the
area of eight Army facilities located in Anniston, Alabama; Pine Bluff,
Arkansas; Pueblo, Colorado; Newport, Indiana (including a portion of
Illinois); Richmond, Kentucky; Aberdeen, Maryland; Umatilla, Oregon
(including a portion of Washington); and Tooele, Utah. There are
normally eight exercises a year, with ongoing work being required of up
to six exercises at any one time. The contractor will be required to
coordinate with all jurisdictions in the affected community, which may
include the FEMA Region, the U.S. Army and the depot/arsenal involved,
up to two States, and up to twelve counties and city governments and
their Joint Information Center. This includes the development of Extent
of Play Agreements, scenario development, the writing and coordination
of implementers driving exercise play, all applicable exercise
documents, and hazard development and relevant plume data depicting the
areas affected by a chemical release. Also required are the Exercise
Plan (EXPLAN), the Controller Instructions (COSIN), the Master Scenario
Events List (MSEL), the implementers, communication directories for
both the Evaluator/Controllers and the Players, Evaluator Packets,
Support Rosters, and pre-formatted computer disks for report writing.
The development of plume data, which includes the various levels of
chemical effects, the times that the tip and tail of the plume crosses
the depot boundary and into the offpost community emergency planning
zones, is critical in determining the exercise participation of all
jurisdictions. For some exercises, the contractor will be responsible
for producing exercise implementers that cover actual weather
conditions, thus requiring an increased number of implementers to cover
all weather conditions, re wind directions. Depending on the
requirements of the FEMA and Army Exercise Co-Directors, administrative
support services may be required at two geographically separated
locations in order to support the exercise evaluators preparing the
exercise report. In some cases, the exercise administrative location
will move from the exercise location to the FEMA Regional Offices in
order to compile the report. Compiling the report will involve
individual segments provided from the exercise evaluators from each
jurisdiction, the production of a draft report and its publication
within five days and its distribution to each jurisdiction for comment
and the correlation and publication of the final report within 45 days
of the exercise, all this while supporting other exercise commitments.
After the exercise, the contractor will produce a comprehensive
exercise timeline with information developed and submitted by
individual exercise evaluators. The contractor will correlate, print,
and distribute the final exercise reports according to program
guidance. On site training will include a comprehensive presentation of
items in the Exercise Plan, a scenario briefing consisting of the
accident scenario with the work plan maximum credible event (MCE) and
the actual ground truth hazard analysis plots for the exercise. The
contractor will, at the direction of the Exercise Co-Director,
coordinate/contract for exercise workspace, lodging, office supplies,
computer equipment, copiers, fax machines, etc. The contractor will be
responsible for maintaining the database of CSEPP Evaluators and
publish it on a regular basis. The contractor will maintain an
electronic library of all CSEPP Exercise Reports and provide copies, as
required, on CDROM. Interested small business entities that feel they
can fully satisfy the services under this requirement must demonstrate
the ability to provide the following services and specialized
technical assistance: 1) Perform evaluation of both the comprehensive
and individual CSEPP exercise(s), providing clerical and administrative
support; 2) Provide assistance in the analysis and development of
computer plume modeling; 3) The planning, development, set up and
execution of Simulation Cells (SIMCELLs), EXPLAN(s), COSIN(s), MSEL(s),
and other supporting documents for the conduct of the exercise(s); 4)
Assist in the development of a mold/system for the moulage of accident
victims for treatment; 5) Comprehensive compilation of exercise
reports, to include printing and distribution; 6) Must be capable of
providing the resources, management, and skill pool to support eight
exercises per year conducted throughout the continental US, and as
stated above, support up to as many as six exercises being conducted
simultaneously but thatmay all be in various stages of the exercise
mode; 7) Will need to be familiar with and have knowledge and an
understanding of the movement and storage of chemical weapon systems,
and be familiar with the Army's air monitoring systems and its
employment; 8) Will need to be familiar with Department of the Army
Pamphlet 50-6 "Chemical Accident or Incident Response and Assistance";
9) Will need to be familiar with various modes of community alert and
notification systems to include, outdoor sirens, Tone Alert Radio
Systems, Emergency Alerting System (EAS) Messages, etc.; 10) Will need
to be knowledgeable and familiar with the military command system to
include, the Army Operations Center (AOC) and its relationship to the
chemical depots. 11) Will need to be knowledgeable and familiar with
the effects of exposure to nerve and blister agents to both the on and
off post communities. Interested firms must submit three (3) copies of
their capability statement demonstrating that they possess the specific
subject matter knowledge as described above, and the corporate
experience and resources to perform all the above services. You should
address the following criteria: 1) The number and type of personnel
offered to support the requirement, who demonstrate their individual
and collective professional-technical qualifications and experience in
providing the above services specific to their familiarity and/or
working experience relative to the above key elements; 2) Description
of your firms demonstrated knowledge of the subject matter areas such
as the development of, your ability and experience to perform
technical, operational and management advisory services in providing
the type, scope, complexity, and quality of technical and
administrative services required in a timely and seamless manner; 3)
Discussion of your firms familiarity-experience and/or working
knowledge of Army Pamphlet 50-6, "Chemical Accident or Incident
Response and Assistance", familiarity of various alert systems, and the
military command system to include the Army Operations Center (AOC) and
its relationship to the chemical depots; 4) The corporate personnel
and/or resources with experience and the knowledge and understanding of
the effects of exposure to nerve and blister agents. This synopsis is
for information and planning purposes. The Government will NOT pay for,
or otherwise reimburse the respondents for any costs incurred in
preparing information to be submitted in response to this synopsis. All
responses to this synopsis must be received by close of business, on
Aprill 3, 2000. If the evaluation of responses submitted results in a
determination that no small businesses are capable of providing the
full range of services necessary, the Government shall proceed with
synopsizing and issuing a request for proposals on an unrestricted full
