Dahlgren Division (NSWCDD) intends to enter into a purchase order on a
sole-source basis with AccuCon, P. O. Box 709, Crystal Springs, MS
39059 for support in Naval Conventional Munitions Accuracy Analysis.
AccuCon has key personnel with expertise in the use of DOD generated
and maintained models for gunnery accuracy. This expertise was gained
over a period of 30 years as a Navy employee. It is contemplated that
this order will be awarded as an Unpriced Purchase Order with a not to
exceed ceiling of $50,000.00 which shall include all labor, materials,
and travel. Support shall include US Navy Analytical Studies, Program
Development and Technical Support for the 5-Inch Gun Weapon System
(GWS) and Ammunition, and shall include, but not be limited to:
analytical studies related to 5-inch GWS that examine the value added
of proposed improvements and the impact on system performance that
would result from implementation of proposed changes. The contractor
will be required to perform studies to assist in determining threshold
performance requirements that would be required to meet particular GWS
desired performance objectives. The products will include technical
reports, presentations or other analyses as requested which contain the
analysis results, conclusions and recommendations; the development and
use of analytical tools that may be required to analyze and/or
simulate GWS performance. These mathematical models typically involve
exterior ballistics, GWS error budget and system performance
examinations. The products will include reports, user guides, or
software that can be executed on personal computers and may also
require attendance at meetings to discuss products and requirements;
Travel may be required to attend meetings at Naval Surface Warfare
Center Crane Division or NAVSEA Washington D.C., and to Naval Surface
Warfare Center Dahlgren Division. The closing date for receipt of
quotes is 3 PM Eastern time on 31 March 2000. Quotes may be provided as

Acquisition Procedures as a combined synopsis/solicitation. Therefore,
no separate written solicitation is being issued. The Naval Surface
Warfare, Dahlgren Division, Dahlgren Procurement Division has
implemented Electronic Commerce (EC) in the acquisition area,
therefore, any information regarding this Synopsis/solicitation with
any applicable amendments will be available on the World Wide Web at
http://www.nswc.navy.mil/supply. Hard copies will not be provided.

have downloaded all amendments. Anticipated award date is 07 April
