This announcement constitutes a Request for Information (RFI) synopsis
and market research. Information obtained as a result of this synopsis
is for planning purposes only. It does not constitute an invitation for
sealed bid or request for proposal (RFP), nor is it to be construed as
a commitment by the government. The government is currently conducting
a market survey and analysis of government off-the-shelf and commercial
off-the-shelf products that can meet the requirements for the Air Force
to integrate digital signatures into the Forms Management Program. The
software must meet all mandatory requirements to be Joint Technical
Architecture-Air Force (JTA-AF), Defense Information
Infrastructure-Common Operating Environment (DII-COE), DoD Public Key
Infrastructure X.509 Certificate Policy and Year 2000 (Y2K) compliant.
The software must operate in a Windows 95, Windows 98, and Windows NT
environment. The software must support the Air Force Forms Management
Program allowing current forms to be digitally signed and routed with
integrity of form ensured. It is highly desirable that the software
provide the capability to digitally sign other applications/documents
in the JTA-AF such as Microsoft Office. The software must also be able
to recognize and evaluate digitally signed applications/documents. The
digital signature evaluation should include checks on certificate
revocation, certification expiration, certificate chain of trust, and
data integrity of the application/document contents. The software must
allow specification for a set of trusted public key infrastructure
certificate authorities in the evaluation process. Additionally, the
software will be evaluated on other aspects such as the ability to
display an electronic version of a handwritten signature. Vendors
responding to this market research who currently can make products
available to the Air Force are requested to provide descriptions and
specifications of the products available within 30 days after the
posting date of this notice. Potential vendors may express interest,
make comments and ask questions via electronic mail or fax comments or
questions to the Air Force Communications Agency, Records Services
Branch at AFCA-GCOR@scott.af.mil, FAX (618) 256-8682. Vendors that meet
Air Force requirements will be asked to demonstrate, at no cost to the
government, capabilities and provide software for Air Force testing.
