National Institute of Standards and Technology (NIST), Center for
Neutron Research (NCNR) has a requirement for the fabrication of some
of the component parts for the second phase construction of the Filter
Analyzer Neutron Spectrometer (FANS II) to be procure under an
indefinite delivery indefinite quantity contract. Example of a Task
Order is NIST's requirement for the fabrication of a vacuum chamber and
some of its components. The chamber is a stepped pie shaped structure
with a 127-degree arc with an outer radius of 114.31 centimeters and an
inner radius of 36.02 centimeters. At these points the height of the
chamber is, respectively, 41.91 centimeters and 30.16 centimeters. The
entire structure is made of welded aluminum (6061-T6) 2.54 centimeters
thick, except for two windows at the extreme radii whose thickness are
0.635 centimeters (outer diameter) and 0.318 centimeters (inner
diameter) respectively. The vacuum structure has three openings at the
top to allow cryogenic filters to be lowered in the chamber. These
filters are made of 52 graphite and 124 beryllium radial cubes, which
are cooled, to liquid nitrogen temperature. Each of these filters are
separated on all side by thin (0.09 cm) boron 10-aluminum alloy
spacers. The vessel shall operate in a vacuum, at room temperature, at
an absolute pressure of 2 mtorr. Behind the vacuum chamber is a
structure containing 59 helium-3 neutron detectors operating at high
voltage. The whole FANS II system is capable of moving on specially
designed air pads under computer control. Period of Performance is from
the Date of Contract Award through twelve (12) months thereafter with
two one-year options to renew. It is the Government's intent to
negotiate with the Bechdon Company, Inc, 330 Commerce Drive, Upper
Marlboro, MD 20774-8746, the only responsible source that can satisfy
the agency's requirements. Most of the component part for phase II of
this instrument are identical or represent small modifications to the
phase I instrument (FAN I) already built by Bechdon Company Inc. This
company has all the computer program developed to fabricate many of
these components and is familiar with some of the complicated technical
problems involve in the vacuum cryogenics involved in the filter
analyzer-neutron detector system for this advanced neutron
spectrometer. The Government anticipates the award of an indefinite
delivery indefinite quantity, fixed price contract with a maximum order
limitation of $350,000 for the life of the contract. -- A Request for
