The overall goal of the ISR TPIPT Development Planning Process is to develop a plan to correct the deficiencies that have been documented in the Intelligence, Surveillance, and Reconnaissance Mission Area Plan (ISR MAP). Candidates solutions to the ISR deficiencies, received from Product Centers, Labs, Industry and academia, will be documented. The ISR Development Plan (DP) identifies any new technolo- gies needed to implement particular solutions, and any ongoing Laboratory programs developing the needed technologies. Cases where there is a tech need but no technology development program are also documented in the DP. To get the copy of the MAP just published the basic document is available required . A limited number of copies (CD ROM) of the basic document will be available and can be ordered by snail mail or e-mail to the ACISRC/C2R, Attn: FY2000 ISR MAP. A solution is defined as a system-level, operational capability that is intended to correct one or more of the deficiencies indentified in the ISR MAP. A solution concept description contains: 1) A definition of what the capability/system is intended to correct of what the capability/system is intended to do. 2) A descrip- tion of the major functional components of the concept (e.g. sensor, platform, ground station, communication links), top-level functions/capabilities of each element (e.g. input, processing, output), and internal and external system interfaces and relationships 3) A top-level description of how the capability is used operationally to solve deficiency. Acceptable solution concepts include: 1) Enhancements or upgrades to currently existing systems, 2) Unique application of emerging technolgies and 3) Revolutionary approaches requiring yet-to-be-developed technologies. Generally, non-material and inventory solutions (e.g; buy more of current systems) are not appropriate candidates for ISR solution concepts. Necessary costestimate formats are as follows: 1) Estimated Development Cost (ROM estimate of cost through EMD to develop the concept.) Divide into five cost levels: a) Less than $1M, b) Between $1M and$10M, c) Between $10M and $100M, d) Between $100m and $400M and e) Greater than $400M; Estimated System Production Cost (ROM estimate of unit production cost) Divide into five cost levels, a) Less than $100K per unit; b)Between $100K and $M, c) Between $1M and $10M, d) Between $10M and $100M, and e) Greater than $100M per unit; ) Estimated Operations and Support Cost (ROM estimate of average yearly O & S cost, Divided into five cost levels, a) Less than $100K per year, b) Between $100k and $1M, c) Between$1M and $10M, d) Between$10M and $100M, and e) Greater $100M per year.and 4) Time Frame formats for these cost estimates can be found on HERBB. Concept papers shall not exceed five single-sided, single-spaced pages in length using a font size no smaller than 10. Electronic submittal is encouraged using either MS Office 97 or Adobe Acrbat 3 and may be e-mailed or submitted on 3.5 inch floppy diskettes or on 100mb ZIP disks.Classified papers are acceptable but must be coordinated prior to submittal with the Security Manager, Marcia Tesch at ESC/SRO, 11 Barksdale St, Hanscom AFB, MA 01731-1634, (Inner enevelope addressed to Ms. Marcia Tesch and sent through Registered Mail). Proprietary information is acceptable and will be protected. It must be clearly identified and marked. All concept papers will be evaluated within the ISR TPIPT. All white papers will be evaluated within ESC/SR using Government and Government contractor personnel. This is not a request for proposal. The Government does not intend to award a contract(s) based on submission of the white papers nor does it intend to pay for any costs incurred in preparing the white papers. Following submission of their white papers respondents shall not contact ESC/SR. ESC/SR will determine if any further contact with respondents is necessary to gain more information or clarification.
