This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subparts 12.6 and 13.5, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; for the following
items; offers are hereby requested. A separate written solicitation
will NOT be issued. Any amendment(s) hereto will only be published in
the Commerce Business Daily. The solicitation number is 51RANB00C009
and is issued as a Invitation for Bid (IFB). For pricing purposes, the
following contract line item numbers (CLIN) shall constitute the
schedule of items. CLIN 0001 Field Emission Scanning Electron
Microscope, 1 each; CLIN 0002 Installation of the Microscope, 1 each;
CLIN 0003 Additional 1 year warranty covering parts and labor.
Specifications: GENERAL -- Spatial Resolution 1.5 nm or better at an
operating voltage of 20 kV, 5.0 nm or better at an operating voltage of
1 kV; Accelerating Voltage Range of 0.25 to 30 kV, adjustable in steps
of 0.1 kV or less; Magnification Range of 20X to 500,000X or better,
with continuous control. ELECTRON GUN AND OPTICS -- Electron Gun of
Field-emitter type, Source lifetime of at least 2000 hours, Gun shall
provide uninterrupted emission over a period of 16 consecutive hours
with no user intervention; Probe Current Range of 5 pA to 2 nA or
better, Probe current shall be stable enough to provide electron
backscatter diffraction (EBSD) pattern acquisition over a period of 16
consecutive hours; variation shall be considered acceptable upon
viewing of an indexable diffraction pattern after such a scan, Beam
blanker shall protect specimens when live image is not present.
ELECTRON DETECTORS -- In-lens or above final lens secondary electron
detector, Out-of-lens Everhardt-Thornley detector with photomultiplier,
Annular, solid-state backscattered electron detector capable of signal
addition or subtraction, Probe current detector comprising a Faraday
cup and microammeter. SCANNING ELECTRON MICROSCOPE CHAMBER AND STAGE --
Specimen Chamber shall allow for incorporation of a 6 inch silicon
wafer, infrared camera for chamber viewing, port to accommodate a
TexSEM Laboratories (TSL) EBSD detector; port shall allow for tilting
of large specimens (50 mm diameter) up to 71 degrees towards detector;
Sufficient number of ports to accommodate 1 user-defined experiment in
addition to EDS detector, EBSD detector, out of lens Everhardt-Thornley
detector, chamber viewing scope, and backscattered electron detector;
Specimen Stage Translation of a minimum of 50 mm in the X-direction and
also in the Y-direction, Translation in the Z-direction over a distance
of at least 30 mm, Tilt of at least 71 degrees, as described above,
Continuous 360 degree specimen rotation, Motorized control of
X-translation, Y-translation, and rotation; Specimen Holders: 1 holder
pre-tilted to 70 degrees for electron backscatter diffraction, 1
holder for irregular samples, 1 holder for standard scanning electron
microscope stubs. SCANNING SYSTEM—Interface to allow for scan
coil control by TSL EBSD system, Reduced area scanning, Spot mode, Line
scan, Several scanning rates, including but not limited to nearly
live-time scanning. IMAGE PROCESSOR AND DISPLAY -- Processor: Variable
image frame resolutions up to at least 4 million pixels, at 8-bit
depth, Frame averaging and frame integration, Image Display and
Overlays: 17-inch or larger monitor to display SEM image and computer
controls, Split screen capability, Data display (magnification,
voltage, working distance, scale bar), Image annotation by user,
Measurement functions including but not limited to length and angle
measurement, Image input/output: Ability to store and export images in
a variety of formats, including but not limited to tiff and bitmap,
Output of video signal to a video cassette recorder or television.
CENTRAL COMPUTER -- Processor: 400 MHz or faster, 32 megabytes or more
of RAM, Operating System: Windows 98 or Windows NT, Disk Drives: Hard
disk at least 6 gigabytes in size, Floppy drive for 3.5 inch 1.44
megabyte disks, CD-ROM drive, Zip drive; Networking: Shall connect to
local ethernet. VACUUM SYSTEM -- Vacuum System Turbo molecular pumping
system to minimize microscope-induced contamination, Automatic column
isolation valve, Penning vacuum gauge, System shall allow for complete
sample exchange, pump down, and electron beam generation within 5
minutes from the time the chamber is sealed after specimen insertion.
MISCELLANEOUS -- Water chiller or recirculator and any other
accessories necessary to basic operation of the microscope. WARRANTY
AND SERVICE -- Minimum of one year warranty covering parts and labor,
Service capability allowing for emergency on-site technician within 4
hours of initial call. TRAINING -- On-site training shall be provided
for at least 2 users. This solicitation and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-15.
This acquisition is unrestricted. Standard Industrial Classification
code is 3826. Small business size standard is 500 employees. Delivery
shall be no later than 120 calendar days from receipt of notice of
contract award. Delivery shall be F.O.B. Destination to NIST, Building
2, Room 1064, 325 Broadway, Boulder, Colorado 80303-3328. Offers that
fail to furnish the required representations and certifications or
information (per FAR 52.212-1 and 52.212-3), or reject the terms and
conditions of this solicitation may be excluded from further
consideration. Period for acceptance of offers: the offeror agrees to
hold prices in its offer for 30 calendar days from the date specified
