Issuance of Draft Request for Proposal (RFP), please read Draft RFP
cover letter. Sources and comments are being sought for the Operation
and Management of Base Communications functions at F.E. Warren AFB,
Wyoming. Operation of Base Communications consists of performing tasks
to include operation of the Missions Systems Flight, Information
Systems Flight, and the Support Flight as described in the Draft
Statement of Work (SOW). The Missions Systems Flight is responsible for
base communications, telephone systems, and cable plant operations. The
Missions Systems Flight provides maintenance and repair of C4I
equipment in support of the wing. In addition, this flight meets all
current and future base communications infrastructure needs, including
television and intrusion detection systems, base cable, telephones,
and public address. The Information Systems Flight is responsible for
providing base support including C4 systems security, COMSEC, network
management and control, information distribution, and records
management. In addition, the current postal service contract
requirements will be included in this acquisition which includes
delivery of mail to dormitories and management of the general mail
service for incoming personnel. The Support Flight is responsible for
providing high quality digital graphic, digital photography,
multi-media services video production, high-speed copier duplicating
service, and publications and forms. Services shall be provided for
F.E. Warren AFB including tenants and other off-base activities
requiring support. This acquisition has been 100% set-aside for small
business under standard industrial code (SIC) 4813 with a size standard
of 1500 employees. Large businesses take note: This is a manufacturing
SIC. Many businesses, which normally are not categorized as a small
business, may qualify. Furthermore recent changes to the SBA
affiliation rules allow large businesses to partner with small business

responses to the Draft RFP no later than 7 Apr 00. Sources shall
include in their responses, a point of contact with phone and e-mail
address, business size status based on the identified SIC. This
acquisition will be accomplished in accordance with Federal Acquisition
Regulations and OMB Circular A-76 as a Direct Conversion. Services are
currently performed in-house by Government personnel with exception of
