Intents to modify the current contract for Laboratory Operational
Support. Contract number MDA908-98-D-0002, consisting of a two-year
Base period and three-one-year options. The current contract has a
period of performance of 4 September 1998 to 4 September 2003. The
modification increase is for a total of $19,497,771, consisting of
ceilings in the amount of $6,812,724 in the Base year, $4,422,825 for
Option year 1, $4,035,889 for Option year 2 and $4,226,343 for Option
year 3. This acquisition is a sole source to SPARTA, Inc. due to the
requirements being more of the same work the contractor is already
performing. Due to changing circumstances, additional requirements and
customer needs have developed since the award of the original contract
on 4 September 1998. Requirements under this contract are for services
to maintain the facilities used for Foreign Material Exploitation
(FME) and testing at the Missile and Space Intelligence Center (MSIC),
located at the Defense Intelligence Agency (DIA), Redstone Arsenal,
Alabama. Daily operations require technical experts using vehicles,
tools, and materials to inventory, maintain, repair, test, disassemble,
transport, and operate foreign material. Personnel and materials
necessary to support MSIC's various laboratories, overall ordnance
program, foreign material operations, foreign material operations
facilities, and document control. Other services to be provided include
analyzing, operating, testing, collecting data, and repairing foreign
and domestic radars, missile subsystems, C4 systems/subsystems, or
simulators of the same. The contract will use MSIC's laboratories,
technical engineers and technicians to perform Radio Frequency (RF),
Electro-Optical (EO) and Infrared (IR) measurements. Worldwide travel
may be required. The Statement of Work is classified SECRET and proof
of clearance will be required before the SOW will be released to a
requestor. SPARTA Inc. will be required tosubmit a pricing proposal NLT
23 March 2000. No RFP will be issued other than this notice. No
telephone requests will be accepted. Only written requests, or requests
faxed directly from the requestor, to the contract specialist
