The Defense Threat Reduction Agency (DTRA) intends to procure, without full and open competition, physical security upgrades for a facility in Otar, Kazakhstan. Items include fences, refrigerators, lighting, and safes. The Scientific Research Agricultural Institute (SRAI) is the only source that can perform this effort. As the operator of the vulnerable facility, SRAI knows better than any other source, the necessary security requirements. SRAI has unique knowledge of the various hazardous substances located in the facility. Any other source would need to develop knowledge of the facility and it's contents, which would require some time and delay the security upgrades that are required immediately to safeguard very hazardous and potentially dangerous materials.
