Activity (VACA) of Defense Intelligence Agency (DIA) has a requirement
for program analysis and technical support to the Defense Intelligence
Agency (DIA)/Missile and Space Intelligence Center (MSIC)/Threat
Systems Office (TSO) and its functional responsibilities in support of
the Office of the Secretary of Defense (OSD)/Director, Operational
Test and Evaluation (DOT&E), Deputy Director, Resources and Ranges.
Support to the TSO will include: threat test and evaluation resources
analysis; DOT&E Threat Systems Program analysis and project tracking;
DoD Foreign Materiel Program (FMP) T&E oversight; validation program
analysis; target management initiative (TMI) and Service target program
reviews; and Services threat simulator/modeling/simulation program
reviews. The contractor shall have Top Secret/SCI cleared personnel and
SCI storage facilities in Washington, DC and Top Secret storage
facilities in Huntsville, AL available at time of contract award. This
requirement is a 100% Small Business Set-Aside and the applicable SIC
Code is 8731. The contract period will be for a two-year base period
with three one-year options. It is anticipated that the RFP will be
issued on or about 6 Apr 00 and that proposals will be due 9 May 00. To
