combined synopsis/solicitation prepared in accordance with the format
in the Federal Acquisition Regulation, supplemented with information
included in this notice. This solicitation incorporates provisions and
clauses at FAR 52.213-4 Term and Conditions -- Simplified Acquisition
(Other than Commercial Items) (FEB 2000), and any others that are
applicable and in effect through the current Federal Acquisition
Circular (FAC) and the Defense Acquisition Circular. It is the
contractors responsibility to be familiar with all applicable clauses
and provisions. No Request For Quote (RFQ) will be prepared or made
available for distribution. While price will be a significant factor in
the evaluation of offers, award will be based on responsive,
responsible, technically acceptable offers received in response to this
advertisement. Competitive awards may be based on the evaluation
criteria stipulated in the Red, Yellow, Green (RYG) Contractor
Evaluation System. The evaluation criteria is available upon request.
The government intends to procure on a competitive basis, an order for
the following task. INTRODUCTION: SSC-SD has been tasked by the Naval
Warfare Assessment Station, Corona, in support of the NAS Fallon
Tactical Air Crew Training System (TACTS) East Range expansion program,
to procure the hardware, material, and services required to complete
the upgrade and expansion of the Fallon Integrated Range Training
Complex (FIRTC) Digital Communications Network. BACKGROUND: The NAS
Fallon TACTS East Range expansion program required the extension and
bandwidth expansion of the FIRTC network, which included the addition
of the Mt. Callaghan remote TACTS master communications site, and the
refurbishment of the existing New Pass Peak (NPP) Communications site.
Initiated in 1994 and suspended in 1995 pending the resolve of
agreements with the United States Department of the Interior Bureau of
Land Management (BLM). The release of BLM Amended Right-of-Way
Reservation N-46570, and the partial restoration of funding, permits
the resumption of efforts towards the completion the enhancement and
upgrade of the NPP site. Once structure and electronic hardware is
installed, it will conclude the implementation of TACTS DataLink design
plans connecting the Mt. Callaghan master TACTS site in the East Range
with NAS Fallon training evaluation centers via the new wideband
digital network. TASK SCOPE: This Statement of Work (SOW) provides an
outline of the site preparation and structural support installation
services required to accomplish the task. This task requires the
selected contractor to prepare the site and implement the support
structure foundation design plans provided by the government in
preparation for the installation and assembly of the removable
panelized shelter, solar array panels, and hybrid power system. Refer
to drawing set DR-335-2023. The installation of the shelter, solar
array assembly, and hybrid power system are follow-on tasks, and not a
part of this SOW. APPLICABLE DOCUMENTS/SPECIFICATIONS/STANDARDS:
Contractor shall comply with applicable federal, state, and local
government regulations. Where specific provisions are not stated
herein, all materials and services provided must meet all applicable
provisions of the following specifications and standards: OSHA Relevant
Requirements, Uniformed Building Code, 1994 Edition, Standard
Specifications for Public Works Construction, New Pass Peak Site
Development Project, Shelter/Array Foundation Plan, Drawing
DR-335-2023, SEA, Inc. Geotechnical Soils Report, New Pass Peak Project
No. 2433-01-1, USGS Topographical Map, New Pass Peak Quadrangle, 7.5
minute series, USGS Topographical Map, Mt. Airy Quadrangle, 7.5 minute
series. TECHNICAL REQUIREMENTS: General. Contractor shall be
responsible for providing all labor, material, transportation, and
tools required to accomplish the task. All material, hardware, and
services performed shall be in accordance with current accepted
commercial practice. Contractor's Supervisor of Installation shall
possess the necessary permits or license(s) and be authorized to work
in the State of Nevada. Site Preparation: Contractor shall accurately
survey and stake the outline configuration of the site support
structures in accordance with the "New Pass Peak Site Development
Project, Shelter/Array Foundation Plan" drawing DR-335-2023 (file:
NPP_SupportDesignDwgs.zip). Characteristics of New Pass Peak soil
conditions are provided in the enclosed report. Refer to the attached
Soils Report for the New Pass Peak site (file: NPP_SoilsReport.pdf).
Note, in accordance with the conditions of the BLM Right-Of-Way
Agreement with NAS Fallon, vegetation removal and soil disturbance
shall be kept to an absolute minimum. Solar Array Support Structure:
The solar array pier support structure, consisting of eight columns
precisely located, shall be implemented in accordance with the system
design configuration, structural notes, procedures, standards, and
material specified in drawing DR-335-2023, "New Pass Peak Site
Development Project, Shelter/Array Foundation Plan" (file:
NPP_SupportDesignDwgs). Panelized Shelter Foundation: The
communications shelter support structure, consisting of a single
concrete slab shall be precisely located and implemented in accordance
with the system design configuration, structural notes, procedures,
standards, and material specified in the drawing DR-335-2023, "New Pass
Peak Site Development Project, Shelter/Array Foundation Plan" (file:
NPP_SupportDesignDwgs). REPORTS, DATA, DELIVERABLES, AND PLACE OF
DELIVERY: There are no reports, drawings, or any deliverable in any
form required. GOVERNMENT FURNISHED PROPERTY/SERVICES: There is no
Government Furnished Hardware, Material, or Services. TRAVEL: Travel
and Per Diem costs shall be minimized. The task shall be accomplished
in a single visit and site work shall be simultaneous or consecutive
but without break or interruption. Contractor shall be responsible for
providing all necessary tools, machinery, and transportation vessels.
SECURITY: This task is UNCLASSIFIED and will not involve access to
Classified Information or Locations. Installation Schedules and Site
Access shall be arranged in advance and coordinated through the SSC-SD
COTR and the On-Site Technical Representative. No site access or
deviation in the schedule shall be permitted without prior
coordination. PERIOD OF PERFORMANCE: Contractor shall, within 5
calendar days after award of contract for installation services provide
an installation schedule to the government's representative identified
in the section "Inspection and acceptance". It is important that the
Contractor be prepared to start/complete the tasks described herein at
the earliest opportunity, weather conditions permitting. The
Contractor shall provide the resources necessary to complete the
installation within a period not to exceed TWO weeks from the start of
installation, and prior to April 30, 2000. All scheduling and
necessary coordination in support of this project shall be arranged
with the SSC-SD Contracting Officer's Representative (COTR).
PLACE/LOCATION OF PERFORMANCE: The tasks shall be performed at the New
Pass Peak microwave site, located in the middle of Nevada north of US
Highway 50. Site Coordinates are 390 38' 48" Latitude, and 1170 29'
06" Longitude. The site may be found on USGS 7.5 minute (Scale 1:24
000) topographical map, "New Pass Peak, Nevada". The site may be
accessed via a 12.5 mile unimproved dirt road north of U.S. Highway 50,
88 miles east of Fallon, Nevada. Refer to New Pass Peak Route Map,
attached, File "NPP_RouteMap.doc". A Four-Wheel Drive vehicle is
recommended at all times except during the dry season. Within the last
third of the route to the site (9 to 12 miles) road width is less than
10 feet across, includes grades of 40 to 100, and crosses the Gilbert
Spring creek four times. Within the last half mile, in the area of the
switch backs, road grade is at its worst at about 150 to 200. If
additional detail is required it is the responsibility of the bidder to
inform himself. INSPECTION AND ACCEPTANCE: The SSC-SD COTR shall, with
the On-Site Technical Representative, monitor contractor progress,
perform periodic and final inspection, and confirm satisfactory
completion or acceptance of the completed work. The SSC-SD Project

government representatives, however, the contractor is encouraged to
visit the area on their own based on the information contained in the
drawings and maps. Copies of the Support Design Drawings, Soils
Reports, and Route Map will be provided via email upon request. SSC-SD
has all necessary permits to develop the site. See numbered notes 1.
