Contractor shall provide all labor, materials, equipment and supervision to perform real property repair, maintenance, and minor construction within stated boundaries. Three (3) indefinite delivery, indefinite quantity contracts will be awarded from this solicitation to accomplish the scope of work as defined in individual task orders issued on an "as needed" basis. Offerors will be required to submit pricing in the form of coefficients for normal working hours and other than normal working hours for each state. One award for work within Arkansas and Missouri is restricted to 8(a) concerns operating within the Arkansas State boundary. One award for work within Arkansas, Missouri, Oklahoma, Louisiana, Texas and New Mexico is restricted to 8(a) concerns operating within the states where work may be performed. One award for work within Arkansas, Missouri, Oklahoma, Louisiana, Texas and New Mexico is unrestricted. No contractor shall be awarded more than one contract as a prime contractor, joint venture, partnership or primary subcontractor. All offerors requesting 8(a) consideration, including joint ventures and partnerships, must be approved by the Small Business Administration. The Government will give fair consideration to all awardees in placing orders based on criteria stated in the solicitation. Contract period for all contracts is from date of award for one year, with four one year renewal options unless the not-to-exceed contract value is reached prior to the end of the contract time. The two six-state regional contracts have a total not-to-exceed contract amount of $25 million each with a guaranteed minimum for the basic year of $100,000 each. The two-state regional contract has a total not-to-exceed contract amount of $5 million with a guaranteed minimum for the basic year of $20,000. The solicitation utilizes source selection procedures that require offerors to submit a written technical proposal, oral presentation, and a price proposal for evaluation by the Government. Large businesses must submita subcontracting plan including the following minimum subcontracting goals: Small Business-61.4%, Small Disadvantaged Business-9.1%, Historically Black Colleges or Universities/Minority Institutions-10.0%, Woman Owned Businesses-5.0%, and HUBZone Businesses-1%. The solicitation is available on Compact Disk (CD-ROM) and provided free of charge. The solicitation will not be available in a printed paper format; however, the Government reserves the right to revert to paper medium when determined to be in the Government's best interest. All bid bonds, and other documents required for the offer submittal, including amendments to the offer submittal, shall be in paper medium. Electronic medium for the offer submittal documents will not be allowed.
