257-6145 ext. 4236. BELOW IS THE PRE-SOLICITATION NOTIFICATION Contact:
Mr. Kevin M. Jans, 937/257-6145 Ext. 4236 This notice announces the
intent of Air Force Research Laboratory (AFRL) to solicit offerors for
a competitive commercial acquisition for services to move and merge
the book and journal collections of two libraries in Area B of
Wright-Patterson AFB. The Air Force Research Laboratory (AFRL)
Technical Library in building 571 will move to the Air Force Institute
of Technology (AFIT) Academic Library in building 642 and portions of
the journal collections from each library will move to a remote
storage site, also in Area B. IT IS INTENDED THAT THIS AWARD WILL BE
MADE AS A COMMERCIAL ITEM ACQUISITION IN ACCORDANCE WITH FAR PART 12
AND WILL BE ISSUED ON A STANDARD FORM 1449 WITH ADDENDA. The period of
performance for this acquisition is anticipated to be 15 April 2000 --
15 May 2000. This proposed procurement is a 100% small business set-
aside under SIC Code 4214, Size Standard $18.5M. Only companies,
including their affiliates, with average annual receipts of
$18,500,000.00 or less during the last three (3) completed fiscal years
are considered small. See numbered Note 1. This award will be made
using the Two-Step Sealed Bidding procedures in accordance with FAR
14.5. Under Step 1, offerors are to submit a technical proposal only.
Price or cost estimates are NOT included in Step 1. An Invitation for
Bid will be issued under Step 2 to those firms whose technical
proposals have been determined to be acceptable. This solicitation will
be issued electronically. NO HARD COPIES WILL BE ISSUED FOR ANY REASON.
The Request for Technical Proposal (RFTP) and Performance Work
Statement (PWS) will be posted on the ASC Pre-Award Information
Exchange System (PIXS) web site at: http://www.pixs.wpafb.af.mil. Draft
solicitation documents may be posted for comments prior to solicitation
issuance. The solicitation will be issued approximately 7 March 2000.
Once the solicitation has been posted, it is incumbent upon the
interested parties to review this site frequently for updates to the
documents. Users may contact the PIXS System Operator, Robert Perkins,
at 937-255-2739 with questions regarding PIXS access. All responsible
sources may submit a proposal that shall be considered. No telephone

as Ombudsman to hear concerns from offerors or potential offerors
during the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
an Ombudsman does not diminish the authority of the Program Director or
the Contracting Officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals, or the source selection process; and, therefore, for routine
matters on individual solicitations, contact the contract specialist.
When requested, the Ombudsman will maintain strict confidentiality as

of Defense (DOD) has determined the Central Contractor Registration
(CCR) to be the Single DOD registration for contractors who conduct
business or who are interested in conducting business with the
Department. Defense procurement and finance policies require
contractors to be registered by 31 May 1998 for consideration in future
solicitations, awards, and payment. DOD contracting officersworldwide
will use CCR to identify sources and financial officers will use it to
make payments. To register in CCR, you may use one of the following
