The Broadcasting Board of Governors', International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement for expert consultant services to provide advice and assistance to the IBB's Office of Engineering and Technical Services in the field of international broadcasting frequency management. Specifically, the Contractor shall be required to: (a) provide an independent analysis of alternatives for effective frequency management and scheduling practices of the International Broadcasting Bureau (IBB) to achieve greater efficiency of operations; and (b) review the frequency management implications of a specific study of transmission assets serving Eastern Europe and the former Soviet Union. The period of performance for this work is 12 weeks from date of award. This procurement is set-aside for small businesses in accordance with Federal Acquisition Regulation (FAR) Subpart 19.502-2(b) and the Standard Industrial Code (SIC) is 8711. The RFP is scheduled for release in March 2000, with responses to the RFP (i.e., Technical Capabilities/Experience information, and Price) due within two weeks from the date of issuance of the RFP. The Government anticipates awarding a firm-fixed price contract (purchase order), utilizing Simplified Acquisition Procedures as specified in FAR Part 13. Pursuant to FAR Subpart 13.106-1(a)(2), Offerors are hereby notified that the basis for award will be price and other technical factors, with Technical factors being significantly more important than Price. The following technical factors will be used in determining each Offeror's technical score: (a) demonstrated recent (within the past 5 years) experience in planning and managing the radio frequency scheduling operations of a large international broadcasting organization that simultaneously transmits many different language programs from a number of technical facilities around the world; (b) demonstrated experience in developing and coordinating specific frequency schedules for a large international broadcasting operation; (c) working knowledge of the relevant characteristics of IBB transmission facilities needed for effective frequency management; (d) thorough understanding of radio propagation characteristics in the broadcast bands used for international broadcasting; (e) working knowledge of and demonstrated experience in dealing with the rules and regulations of domestic and international authorities involved with frequency management for international broadcasting; (f) familiarity with the frequency management techniques and practices of other large organizations that manage multi-facility, multi-language international broadcasting operations; and (g) demonstrated proficiency using modern propagation software to determine the most efficient geographic location, broadcast transmitter, antenna, and power level combinations to reach a given target area under various propagation conditions.
