announcement constitutes a Request for Information (RFI). This is not
an Invitation for Bid (IFB) or Request for Proposal (RFP) nor is it to
be construed as a commitment by the Government. Information obtained
as a result of this synopsis is for planning purposes only and shall be
provided at no cost to the Government. Responses to this notice are not
offers and cannot be accepted by the Government to form a binding
contract. Headquarters, Naval Air Systems Command, Program Executive
Office, Air Assault and Special Mission Programs, PEO(A), PMA-275 V-22
Program Office seeks to obtain information regarding the potential
sources for Commercial Life-Cycle Support (CLCS) of sustainment
activity for the CV-22 Osprey weapon system, to include the systems and
components as well as the basic airframe, excluding the AE1107C engine.
The V-22 Osprey tilt-rotor aircraft is a joint service program between
the Department of the Navy, the Department of the Air Force, and the
United States Special Operations Command (USSOCOM). The Government
intends to purchase 360 MV-22s, the U.S. Marine Corps variant, and 50
CV-22s, the USSOCOM variant. The USSOCOM CV-22 Osprey aircraft will be
assigned to Air Force Special Operations Command (AFSOC) and will
respond to National Command Authority directed missions through a
world-wide deployment commitment, aboard Navy ships, at established
forward operating locations, and in austere locations. Potential
sources should consider that the MV-22 is expected to be predominantly
supported through organic support with a Government Support Date (GSD)
in Fiscal Year 2007. This notice is issued to gather industry inputs to
provide the government with an indication of industry's experience and
approaches to manage all activities typically experienced in the
sustainment phase of a weapon system. Responses should be specifically
tailored to the USSOCOM variant CV-22. Approaches should consider
established Navy, Marine Corps, and Air Force infrastructure and
capability at organizational, intermediate, and depot level
maintenance, as well as best commercial practices. In addition,
responses should provide ideas on how public/private industry
partnerships could be developed and structured. The CV-22 Initial
Operational Capability (IOC) is scheduled in fiscal year 2004. The
Government's objectives of a CLCS program are reduced total ownership
cost (TOC) and increased aircraft and system availability. Each
response should discuss at a minimum the following areas: (1) Material
Handling; (2) Configuration Management; (3) Software Control/Updates;
(4) Aircraft Modification Management; (5) Component Repair; and, (6)
Depot Repair. Responses to this RFI are due to Ms Teri McConahie within
60 days of posting of this notice in the CBD. RFI packages should be
delivered in 12 paper copies, limited to 30 pages; software copies may
be delivered along with the paper copies. Packages received after 60
