Procurement of Stern Tube Seal Shipsets. This procurement is set aside
for small business, and issued as a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, Streamlined Procedures for Evaluation and Solicitation for
Commercial Items, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a separate written solicitation will
not be issued. Solicitation N31980-00-R-0201 applies and is issued as
a Request for Proposal (RFP). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular FAC 97-13. The standard industrial classification
code is 3799 and the business size standard is 500 employees. This
requirement is for a fixed priced contract. Item Specification: John
Crane Marine Stern Tube Seal Shipsets: John Crane Marine Type 4AS
Anti-Pollution Stern Tube Sealing System, size 710 aft/600 forward
suitable for use with a 25.375 inch shaft aft and a 21.062 inch forward
diameter tailshaft. Material to have the following characteristics:
Forward seal: Standard 2 lip seal ring arrangement, solid housing
assembly, Viton seal rings. Aft Seal: 4 lip seal ring arrangement,
Split housing assembly, Viton seal rings, Lip seal rings shall be
arranged in the housing to create chambers which serve the following
functions: A pressurized air chamber that can serve to keep seawater
from entering and lube oil from exiting the stern tube, At least 1
pressurized oil chamber to keep oil in/water out of the system,
Arrangement will allow system to be aligned in a standard 3 lip seal
ring configuration in the event of the failure/malfunction of the air
system. Port and stbd aft seal head tanks shall each be arranged such
that piping inlet and outlet face aft in the installed condition. The
aft seal head tanks shall be arranged on a skid assembly that contains
the tank foundation,circulating pumps,and all piping between the seal
tank and the pumps,including isolation valves,regulating
valves,filter/strainers,local gauges,and the flow switches. Motor
control assemblies shall be provided for the aft seal circulating
pumps. Parts List follows: (1) John Crane Marine 4AS type
anti-pollution stern tube sealing system, size 710 aft/600 forward
suitable for use with a 25.375 inch shaft aft and a 21.062 inch forward
diameter tailshaft. Each shipsets (2 shafts) consists of: (a) 2 each --
4AS type aft seal assembly, size 710(includes split housing and Viton
seal rings); (b) 2 each -- Mk-2 type fwd seal assembly, size 600
(includes split housing and Viton seal rings); (c) 2 each -- UNNET aft
seal protection device; (d) 2 each -- air control unit; (e) 2 each --
drain collection unit; (f) 2 each Gage panel with three (3) pressure
gauges; (g) 4 each Aft seal oil circulating pump/motor unit (2 each
port and stbd); (h) 2 each -- Aft stern tube seal LO head tank (40L);
(i) 2 each CCM forward Cir-Cool-Matic Tank (15L); (j) 2 each Long-life
Tungsten coated liner for aft seal; (k) 2 each Standard liner for
forward seal. (2) Spare Parts for each Shipset shall include: 2 each
bearing wear down gauge; 1 each wear-down gauge wrench; 1 each lifting
lug; as required stock of O-rings; as required lock-tite compound; 2
each aft pump/motor repair kits (pump and motor bearings, pump
mechanical seal); 1 each Air control unit repair kit (filter elements,
regular repair kit, shuttle valve repair kit, flow controller repair
kit); 1 each LO tank unit repair kit (pressure switch repair kit); 1
each drain collection unit repair kit (filter elements, valve repair
kit); and 6 each technical manuals. Evaluated quantity: Nine (9).
Contractor agrees to provide same unit price for estimated quantity.
The Government intends to purchase a minimum of one (2) units under the
entire contract. The Government intends to purchase a maximum of Six
(6) units per year. This will be a three (3) year contract with a base
year and two (2) option years. The option is to be exercised 30 days
prior to the option year start date. The contract start date is 15
March, 2000. Delivery will be FOB destination to San Diego, CA or to
Norfolk, VA. Delivery time to FOB destination for each order will be 12
weeks after receipt of order (ARO). The provision at FAR 52.212-1,
Instructions to Offerors Commercial Items applies. Addendum to FAR
52.212-1: Paragraph (h), Multiple Awards, delete the entire paragraph.
Substitute "Single Award. The Government plans to award a single
contract resulting from this solicitation. Award will be made to the
Offeror whose proposal conforming to the solicitation is determined to
be the best value to the Government. The price to the Government will
be evaluated to determine cost realism and reasonableness of proposed
price. Government Credit Purchase Card (GPC) will be used as a payment
method for this contract. Invoice submission shall be specified in the
contract award document. The provision at FAR 52.212-2, Evaluation
CommercialItems applies. Offerors are required to complete and include
