The purpose of this amendment is to change sub-paragraph (a) to FAR 52.212-2 of notice number 426396, to read as follows: All proposals meeting the minimum technical requirements stated above will be evaluated according to the four following technical factors: 1) Total Ownership Cost (TOC). TOC will be evaluated subjectively (i.e., an adjectival rating) according to the following sub-factors, listed in descending order of importance: Unit Price, Mean time between failures, Average cost to repair, Mean time to repair, and Extensiveness of Warranty; 2) Past Performance; 3) Digital Interface Capability; and 4) Short order lead time. Factor 1 is significantly more important than factor 2, and factor 2 is more important than factors 3 or 4. Factors 3 and 4 are equal in importance.
