NSN 7R-5895-01-397-8046-CS, Ref Nr 89123370-505, Qty 1 EA, Delivery FOB Origin -- The Naval Inventory Control Point Philadelphia will be soliciting a proposal for a commercialized type of weapons systems support for the S-3 OK-497 system currently repaired by Litton Guidance and Controls Systems. This type of support known as PBL (Performance Based Logistics) shall be modeled after currently established methods of support known as Direct Vendor Delivery. Proposals should be based on this type of support but modified to incorporate the military aspects of the system to be covered under this support. This requirement includes support of the current OK-497 system, incorporation of Communication Improvement Program upgrades which will transition the system to an OK-645 system, and future logistics support of the OK-645 system. The scope of effort includes, at a minimum the following types of effort: 1) Repair or replacement of all components (repairables and consumables), 2) Storage and immediate issuance of all Government owned spares inventories for this system to meet availability and fill rate goals. 3) incorporation of required communication improvement program upgrades to the OK-645 system. 4) resolution of occurances for parts obsolence and diminishing manufacturing sources. The resultant contract will be a requirements contract consisting of five base years with seven one year award terms.
