30 Space Wing, Vandenberg AFB, CA is soliciting offers to Repair one
(1) Dura-Lift Crane, Model # DFSL-36, S/N A3637. This is a combined
synopsis/solicitation for commercial services prepared in accordance
with Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented, with additional information included in this notice. This
announcement constitutes the only solicitation. Quotes are being
requested and a written solicitation will not be issued. The SIC is
7539. The Small Business Size Std. is $5,000,000.00. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-15. This is a 100% set-aside
for small business participation only. Solicitation number
F04684-00-T-0392 consists of Line Item 0001: Services, Non -- Personal:
Provide all labor, tools, materials, equipment, facilities, and
supervision necessary to perform the following scope of work: (1)
remove and replace all hydraulic hoses throughout the unit; (2) replace
both lift cylinder holding valve manifolds and holding cartridges; (3)
replace upper bucket control valve assembly and replace lower control
valve assembly; (4) realign pulley on hydraulic pump; (5) sandblast
aerial unit, bed, side railing and under frame; (6) prime with a rust
prohibiting primer for corrosion protection; (7) paint aerial unit
White and bed, railing, and under frame Black; and (8) perform ninety
(90) day inspection, dielectric test, and re-decal unit. All work shall
be completed within sixty (60) calendar days after award of
contract/purchase order. All offerors/quoters are requested to submit
a quotation upon the basis of F.O.B. Origin (Government delivery of
equipment to contractor's site) and F.O.B. Destination (Contractor
pick-up from and delivery to Government at Vandenberg AFB CA). The
provisions at FAR 52.212-2 "Evaluation-Commercial Items," applies to
this acquisition. Insert in Para (a), "The following factors will be
used to evaluate offers, (1) price and (2) past performance. Offerors
must submit with their quotes a completed copy of the provision at FAR
52.212-3, Offeror Representations and Certifications-Commercial
Items." The clause at FAR 52.212-4, "Contract Terms and
Conditions-Commercial Items," applies to this acquisition. The clause
at FAR 52.212-5, "Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items," applies to this
acquisition along with the following additional clauses: FAR 52.219-8,
Utilization of Small Business Concerns, FAR 52.222-21; Prohibition of

94-2063, Revision 11 dated 06/01/1999, Occupational Code 23430 is
