NASA/MSFC plans to issue a NASA Research Announcement (NRA) to solicite proposals as the first step in defining risk reduction activities that will enable multiple competing approaches for full scale development of 2ND generation reusable launch system architectures by 2005. This NRA will focus on detailed rigorous research based systems engineering efforts to better define safety, reliability, cost, and mission performance requirements and their link to alternative competing RLV system architectures with both commercial and NASA-unique elements. This effort will include more detailed definition of systems, subsystems, and components of RLV system architectures as well as testing and analysis to enhance understanding of the environments future RLV systems will encounter. This will establish a foundation to plan follow-on risk reduction efforts to effectively and efficiently reduce the technical and programmatic risk for second generation RLV system architectures. It is anticipated that the following technical areas (TAs)will be included in the NRA: (TA-1) Iteration of Mission Needs and Requirements, (TA-2) System Engineering Processes, (TA-3) Trade Studies and System Analysis, (TA-4) Risk Reduction Activities, (TA-5) Integrated Design and Analysis Tools. Additional information on the 2ND Generation RLV element under the Space Launch Initiative program is available athttp://std.msfc.nasa.gov/spacelaunch.html The NRA will be released and available to be downloaded via the NASA Acquisition Internet Service at http://nais.msfc.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin=62 on or about March 06, 2000 with an industry briefing at MSFC for potenetial offerors to be scheduled for later the same week. The specific time and place for the briefing will be announced via an upcoming modification to this synopsis. All responsible sources may submit an offer which will be considered by the agency. An ombudsman has been appointed, see Note B. The Government does not intend to acquire a commercial item using FAR Part 12.See Note 26. The DPAS rating for this procurement is DO-C9.
