NASA/JSC intends to purchase the Titan III Host Manipulator System from Alstom Schilling Robotics to complete the development of the Dexterous Manipulator Trainer (DMT). The DMT has two robotic arms. The first arm was purchased from Alstom in 1998. This follow on contract for the second arm is crucial to provide exact characteristics for compatibility purposes. The Justification for Other than Full and Open Competition was approved on 2/11/00 pursuant to 10 U.S.C. 2304(d)(1)(B) and FAR 6.302-1. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on ________3/2/00________. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitivebasis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
