(NHTSA), National Highway Traffic Safety Administration HQ, 400-7th
Street, S.W., Room 5301, Washington, D. C. 20590 The National Highway
Traffic Safety Administration (NHTSA) intends to issue a competitive
solicitation to procure the services of a highly competent public
relations/advertising agency with social marketing expertise to
recommend new directions and strategies for, and to assist NHTSA in the
conduct of, its Buckle Up America (BUA) campaign. Buckle Up America is
a well established and ongoing national campaign with goals of
increasing national seat belt use to 90 percent and reducing fatalities
among child passengers under age 5 by 25 percent to 490 in 2005. In
1998, the national safety belt use rate was 70 percent and there were
575 child passenger fatalities. This procurement is needed to advise,
support, manage, and provide logistical assistance in implementing the
Buckle Up America campaign. The Contractor shall 1) recommend ideas
for national media events, and provide planning, management, and
logistical support for earned media events and media placements for the
Buckle Up America program; 2) provide templates for local media events
for partners; 3) provide media advocacy training for BUA partners; 4)
develop high-quality, professional materials for the media, the
public, and target audiences; and turn-key programs that states,
communities and organizations can use to garner Buckle Up America media
and community support; 5) conduct social marketing research to test new
ideas, messages, and products; 6) produce a quarterly newsletter for
BUA partners; and 7) implement a system to track and maintain accurate
records of all activities and outcomes. A cost reimbursable type
contract is contemplated. The anticipated period of performance is
twelve (12) months, with four option years. Requests for paper copies
