management and operating contractor for the U.S. Department of Energy's
Savannah River Site (DOE-SRS) near Aiken South Carolina, is considering
a Request for Proposal (RFP) to acquire an actinide powder transfer
system. DOE-SRS is developing a Plutonium Immobilization Project (PIP)
that will immobilize surplus plutonium in a ceramic matrix. One PIP
process is the removal of incoming powders from a variety of cans and
placement into a PIP standard can for further processing. This transfer
must be dustless and suitable for operation in a glovebox. A camera
inside the system to monitor the powder as it is being transferred is
also desired. The actinide powder transfer system requirements include:
1) The incoming cans will vary in diameter from 3.375" (86mm) to 4.61"
(117mm), and they will vary in height from 2" (51mm) to 9.1" (231mm).
2) The flange on the standard oxide can that will mate with the
dumping system will be 4.25" (108mm) in outside diameter, 2.87" (73mm)
in inside diameter, and 0.437" (11mm) thick. It will have 3 pins 0.25"
(6.3mm) in diameter protruding from the outside of the flange to
accommodate a bayonette type cover. 3) The standard oxide can will be
10.125" (257mm) high. 4) A maximum of 11 lbs. (5kg) of material is
expected in each incoming can. 5) The transfer system must be enclosed
to contain any dust produced during the transfer to make the system
"dustless." A settling time to allow the dust to settle before opening
the system is anticipated. 6) A camera that will operate in the dusty
environment and will allow the observation of the powder for lumps and
foreign material during the transfer process is desired. 7) The system
must be suitable for operation in a glovebox with radioactive powders.
The system must be remotely operated and allow maintenance, repair and
replacement by operators using gloveports. 8) A demonstration of
operation with non-radioactive powder at the vendor facility will be
required before acceptance and shipping. It is anticipated that the RFP
will be released on or about March 17, 2000, and the contract placed on
or about May 1, 2000. Each vendor proposal will include a fabrication,
demonstration, and delivery schedule. Interested vendors should
provide a statement of capabilities including experience in handling
radioactive materials. Information provided under this request is not
considered an offer. This information will only be used to assist the
Government in planning the acquisition. All responses must be received
