Laboratory (NRL) has a requirement to address specific questions
related to the physical breakup of RF chaff and its distribution under
a number of conditions. This procurement consists of two tasks. Task
1 involves the Fate of RF Chaff. Subtasks under this task include
conducting research to determine what fraction of emitted chaff breaks
up in atmospheric turbulence into inhalable particles, conducting
research to determine how much rf chaff is abraded and re-suspended
after it is deposited on a surface, and conducting research to
determine the shapes of RF chaff particles after abrasion. Task 2
involves the Distribution of RF Chaff. Subtasks under this task include
conducting research to determine the empirical terminal deposition
velocity of chaff, conducting research to determine the spatial
distribution of chaff clouds under different release and meteorological
conditions, and conducting research to determine how chaff emissions
and expected concentrations compare to emissions and concentrations
from other particle emitters over the time periods and areas where
chaff is released. The work for this subtask is expected to be
performed in one of two counties in Nevada. Each task also has
associated reporting requirements. Multiple awards are possible against
this solicitation. The solicitation will close 30 days after the
issuance date. NRL uses Electronic Commerce (EC) to issue RFPs and
