US Army Materiel Command Acquisition Center, White Sands Division, intends to award a Firm Fixed Price contract on an Other Than Full and Open Competition basis, as precribed by FAR 6.302-1 (10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for one (1) each Electromagnetic Interference (EMI)/Spectrum Analyzer (SA) system, with the following features: the EMI/SA system shall meet MIL-STD-462D testing procedures and shall be capable of testing to MIL-STD-461D specifications. The system shall also provide detectors for Quasi-Peak, Average and RMS signals. The system shall include an integrated controller running Windows NT 4.0 or comparable software and the system shall provide for electronic movement of test data, without manipulation, directly to the test customer with available commercial products such as Object Linking Embedded (OLE), that may be pasted to a MicroSoft Word or Powerpoint document. Market research has identified the Rohde & Schwarz Model ESI40 EMI Receiver/Spectrum Analyzer, 20 Hz -- 40 GHz, with selected features and options, which is available from Tektronix Inc Federal, MS 50-290, PO Box 4600, Beaverton, OR 97076. Vendors seeking to challenge the sole-source justification must present clear and convincing evidence of their capability to provide this requirement, in writing, within 15 days after the date of publication of this synopsis.
