and Atmospheric Administration (NOAA) proposes to negotiate a sole
source basis contract under the authority of 41 U.S.C. 253(c)(1) with
Continuum Laser, Inc., 2250 Camino Le La Reina, San Diego, CA 92108 for
a laser for ultraviolet ozone lidar which meets the following
specifications. Flashlamp pumped Nd:YAG laser with doubling optics to
produce 650 mJ at 1064 nm, 300 mJ at 532 nm and 70 mJ at 266 nm. Rep
rate: 10 Hz programmable Q-switch for variable rep rate from 1 to 10 Hz
with single shot option. Pulse width less than 4-7 ns at 266 nm.
Divergence of .6 mRad or less. Beam point stability of 100
micro-radians or less. Energy Stability for 99.9 per cent of shots: 2.5
per cent at 1064 nm, 3.5 per cent at 532 nm, and 10 per cent at 266 nm.
Beam Spatial profile: Near field 0.70 fit to Gaussian, Far Field 0.95
fit to Gaussian. Power Requirements 208 V single phase, not to exceed
6 Amps. System must use diffused pump chamber for high efficiency
pumping and reduced maintenance. Single flashlamp head with lamp life
of 30 million shots or more. System charging, firing and q-switching
must be RS-232 interface controlled. Oscillator cavity must be a
floating 3-bar graphite design for long term alignment stability.
Optical head dimensions must not exceed 31 inches long by 7 inches wide
by 7 inches high. Laser head must be kinematic mechanism for removal
and maintenance of head. Must have self contained heat exchanger
cooling system (no external chiller). This procurement is being
conducted per FAR Part 13, Simplified Acquisition Procedures. This
synopsis is issued for information only. No competitive solicitation is
planned. No award will be made on the basis of requests in response to
this notice. Information submitted in response to this notice will be
used solely to determine whether or not use of competitive procedures
to fulfill this requirement would be in the Government=92s best
interest and must address qualifications pertinent to this requirement.
