issue a purchase order on a sole-source basis to Quetel Corporation.
Quetel will install a NEPA software package, which they created, into
a handheld PDT 3100 which will be deployed in 15 U.S. passport agencies
on an immediate basis. This non-expendable property application
(NEPA)which tracks personal property within the U.S. Department of
State is to enable passport agencies to track property, interface and
maintain continuity with the rest of the U.S. Department of State. This
software is deployed at over 160 overseas posts and at all domestic
offices. This is the only personal property system that they can use.
