the foriegn military sale (FMS) buy of 4 EA Synchronizing Ring (NSN:
2840-01-454- 8470PT; P/N: 4082995-01; Appl: F100/200/220E Engine).
Approved Source: United Technologies / Pratt & Whitney (CAGE: 07745).
Size/Dimensions: Diameter O.D. is approx. 45 inches, I.D. diameter is
approx. 43 inches. Height is approx. 2 inches and width is approx. 1.5
inches. Predominant Material: Titanium Alloy. Form, Fit & Function:
The Augmentor Synchronizing Ring controls movement of convergent nozzle
segments by a series of interconnected linkes. The sync ring is moved
forward and rear- ward by actuators to increase and decrease nozzle
throat area. The RFP will carry a First Article Requirement, which
means that contractors should respond to either Bid "A" or Bid "B". Bid
"A" will be for contractors who have not made this item previously for
the government. Under Bid "A", contractors must ultimately produce 5
EA Sync Rings, 1 EA of which will be destroyed during First Article
Testing. A total of 3 EA will be provided as First Articles.
Disapproved First Articles shall be retained by the contractor at the
contractor's plant. Approved First Articles may be accepted toward the
final required production quantity of 4 EA. Bid "B" is for contractors
who are already approved as a source. Bid "B" removes the First Article
Requirement. There are no bidsets, drawings, microfilm of drawings, or
CD's with drawings available. All potential offerors should contact
the buyer/PCO identified in this notice for additional information
and/or to communicate concerns, if any, concerning this acquisition. If
your concerns are not satisfied by the contracting officer, an
Ombudsman has been appointed to hear concerns from offerors or
potential offerors during the proposal development phase of an
acquisition. The Ombudsman does not diminish the authority of the
program director or Contracting Officer, but communicates Contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentially as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
