for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, a quote is
being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
Solicitation N61339-00-T-0056 is issued as a request for quote and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-15. This solicitation is set-aside for small
business. The SIC Code for this solicitation is 3577 with a size
standard of 1000 employees. The following items are required: CLIN
0001, Computer Aided Debriefing System (CADS) including integration,
documentation, training and support per statement of work as follows:
1. SCOPE. This Statement of Work (SOW) covers the procurement,
integration, testing, training and support of two Computer Aided
Debriefing Systems (CADS), one for training device 2F119A EA6B Weapons
System Trainer (WST) and another for training device 2F143 EA6B
Operational Flight/Navigation Trainer (OF/NT), Serial Number (S/N) 1.
Both training devices are located at the Naval Air Station, Whidbey
Island, Washington. Both trainers use an Encore RSX host computer using
MPX 3.6.2. Interface to the host is available through RS232
asynchronous ports. Incorporation of this system shall be transparent
and nonintrusive to current applications resulting in no degradation to
current training events. Preference will be given to proven COTS
designs. It is requested that offeror submit a POC/site reference of
similar installation design. Offeror shall submit an estimate of system
installation time and his earliest availability to perform said
installation. 2. REQUIREMENTS. 2.1 General Requirements. 2.1.1
Government Furnished Equipment/Documentation (GFE/D). The following
GFE/D will be provided to the contractor for performance under this
SOW. 2.1.1.1 Floor Space. The Government will provide space for
personnel and equipment at the training devicesite as required by this
SOW. 2.1.1.2 Government Furnished Documentation. Any documentation
delivered under Government contract for training devices covered by
this SOW and under the cognizance of the NAS Whidbey Island EA-6B
In-Service Engineering Office (ISEO) will be available for contractor
use during the period of performance. The ISEO will provide access to
the simulation software and corresponding engineering data as
requested. 2.1.1.3 Equipment. The contractor shall provide any unique
test/analysis equipment that is required. 2.1.1.4 Trainer Time. The
contractor shall project and request trainer time at least two weeks in
advance. Activities requiring long periods of continuous trainer time
shall be mutually agreed upon by the contractor and the training device
manager. Minimum impact to Navy fleet training is of utmost importance.
2.1.2 Security. All contractor personnel in the performance of this SOW
require a SECRET clearance in compliance with OPNAVINST 5510.1H. The
contractor shall safeguard allclassified documentation, including
disposal of classified documentation in accordance with DODINST
5520.22M. 2.1.3 Detailed Task Descriptions. The contractor shall
perform the following tasks: 2.1.3.1 Material. The contractor shall
provide two sets of identical equipment, supplies, and software (minus
those trainer-unique exceptions) to include freight and handling.
Maximum reuse of software between the two trainers is desired. The
following capabilities for recording, marking, debriefing, and analysis
shall be provided as a minimum. (a) Cockpit video images will be
displayed real-time proximal to the Instructor Operator Station (IOS).
These images will be recorded under all trainer ambient lighting
conditions and digitized for immediate replay. (b) Audio from cockpit
microphones recorded and digitized for immediate replay. (c) Four hours
recording capability. (d) Flight information captured directly from the
simulators. (e) High resolution animation of EA-6B aircraft and EA-6B
instrumentation using photo-realistic images. (f) Multi-window display
with chase plane, threshold, out-of-windows, flight path and
selectable instruments. (g) Three dimensional animation that displays
and recreates pilot's view from the cockpit or exterior view of the
aircraft. (h) Event marker device, rather than paper and pen, for
instructors to make notations or markers during training session, with
menu selection for marking technical and human factors events. (i)
Events stored for random access playback from markers. Playback can be
continuous, from selected events, or from mark-to-mark. (j) A
software-based analysis tool shall also be provided for reducing and
presenting debriefing data from archives. It shall include automatic
event marking, decision tree analysis, and quantifiable objective
output, supporting the 26 Boldface Emergency Procedures contained in
the EA-6B NATOPS Manual (NAVAIR 01-85ADC-1) dated 15 JUL 97 with
Interim Changes 70-76 incorporated. (k) Remedial action tactics for
students and instructors. (i) Provide the capability to perform
quantitative assessment of the students' performance using;
Self-Evaluation (Learning curves), Peer-to-peer (Group means and
variance assessment when equal opportunity to perform is present), and
Curriculum Standards Performance (Automatic detection of violation of
performance parameters). (m) Capabilities to provide a prioritized
list of debrief items selected by the instructor. (n) Automatic
assessment of the instructors compliance with the published standards.
(o) A drag and drop interface to allow Intranet file sharing. (p)
Internet-based Virtual Private Network suitable for the transport of
"classified" data to sites around the globe. (q) CD-ROM portability to
create take-home briefs. (r) Require the ability to play-back the
recorded mission while simultaneously recording separate simulator
sessions. (s) Offeror will provide equipment for debriefing in the
remote (from IOS), designated debriefing room. (t) Capability to
display instructor-selectable displays, parameters, and mission
templates at IOS, debriefing playback, and hard copy printout as
desired. 2.1.3.2 Integration and Test. The contractor shall be
responsible for the provision of all equipment, materials, wiring,
wiring diagrams, resources and personnel required to fully integrate
and troubleshoot the CADS systems and interfaces with the training
devices. The contractor shall conduct trainer system performance
evaluation in accordance with the Government requirements to measure
the operational performance of the CADS systems. The trainer system
performance evaluation shall include the verification of the following
CADS system's capabilities: Video playback; Audio playback; Aircraft
instrument playback; 3D Animation; Event Marker and software-based
analysis tool. The integration and test of analysis tool shall evaluate
its performance and debrief output in support of the 26 Boldface
Emergency Procedures contained in the EA-6B NATOPS Manual (NAVAIR
01-85ADC-1) dated 15 JUL 97 with Interim Changes 70-76 incorporated. An
independent period of government test will be conducted, with test,
analysis, and repair support provided by the contractor. 2.1.3.3
Documentation. The contractor shall provide the following
documentation: (Referenced Data Item Descriptions (DIDs) are provided
for guidance in the preparation of required documentation.) (1) CADS
User's Guide detailing systems operation and use, three sets. (2)
Component level engineering drawings of hardware and software
interfaces between CADS and training devices, one set for each training
device. (DID: DI-CMAN-81248) (3) Interface Control Document (ICD), one
for each training device. (DID: DI-IPSC-81436A) (4) Software
documentation, one for each training device. (DID: DI-IPSC-81443A) (5)
Test Procedures Reports that identify step-by-step testing operations,
test conditions, parameters to be measured and pass/fail criteria
against which test results will be measured. Test Inspection Reports
that document test results will be included. (DIDs: DI-NDTI-80809B,
DI-NDTI-80603) (6) Applicable COTS documentation. (DID: DI-TMSS-80527A)
2.1.3.4 Training. The contractor shall provide the necessary training
to the Navy personnel to operate and use the CADS system. The training
shall cover both training devices. Each training course shall be
offered twice, with schedule agreed to by the Government. The training
shall be instructor-led and include print materials. This training
shall include, as a minimum: product (CADS) knowledge; system operation
and use; recording and playback; event marking and operation of
interface device; facilitator/instructor debriefing strategies; and use
of software-based analysis tools. This training shall be covered under
the following courses: (1) CADS Operating Procedures course -- This
course shall provide System Administrators, Instructors, Curriculum
Specialist, and/or Officer, with an in-depth knowledge of CADS
operating procedures, curriculum, and use of the event marker
interface. This course shall combine all three areas that create a
unified understandingof how CADS works, and can be integrated into the
training syllabus and curriculum. (2) CADS Facilitator/Instructor
training course -- This course shall be provided to all Instructors,
Facilitators, and end-users who will operate the CADS system. The
course shall be designed to fully train the personnel to utilize,
operate, and maintain the CADS. At the completion of the CADS training
course each student should have a complete understanding of how CADS
can be easily adapted to improve the quality of flight operations and
be used: (a) as a simple, secure, and reliable tool to collect and
debrief line-oriented flight training scenarios; (b) to provide a
controlled and structured learning environment for both the crew and
instructor using measurable and quantifiable objectives; (c) as means
for applied research in flight safety and quality assurance. (3) Event
Marker training course. This course shall be provided to the person,
or persons designated as the Senior Instructor, CADS Officer, or CADS
Training Officer. The course shall be designed to train personnel in
designing, developing, and incorporating event markers for the system.
(4) Software-based analysis tool training course. This course on the
analysis tool shall cover the concept, purpose, operation, analytical
and data archive process, interpretation of results, and processing
final reports. 2.1.3.5 Post-delivery Support. The contractor shall be
responsible for the provision of service and support of the CADS
systems and interfaces with the training devices and the CADS playback
station. The post delivery support shall include items such as
refresher training, system troubleshooting, and assistance in
developing and implementing quantifiable training measures of
effectiveness/performance using the software-based analysis tool. This
service shall be provided for one year starting at Government
acceptance of the first CADS systems. Acceptance shall be made at
destination upon delivery. Delivery shall be made FOB Destination. The
following FAR/DFAR provisions and clauses apply to this acquisition:
52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The
following evaluation criteria shall be used as addenda to FAR
52.212-2(a) (I) Technical capability of the item offered to meet the
Government requirement (subfactors: N/A); (ii) price; and (iii) past
performance. The following subparagraphs of FAR 52.212-5(b) apply:
(12), (13), (14), (15), (22). The following subparagraphs of FAR
52.212-5(c) apply: None. The following clauses of DFARS 52.212-7001(b)
and (c) apply: 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE
INCLUDED WITH THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000. The
following clauses also apply: DFARS 252.204-7004, "Required Central
Contractor Registration" and "Year 2000 Warranty -- Commercial Supply
Items". The DPAS rating for this solicitation is N/A. Forty-five days
is changed to read fifteen days. Quote is due at 2:00 EST on 13 March
