commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice, and using the Simplified Acquisition Procedures in accordance
with FAR Part 13. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. The solicitation number is SP4700-00-Q-0011. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-14. This solicitation is 100%
small business set-aside. The Standard Industrial Classification (SIC)
code is 8299, and the small business size standard is $5.0M. The small
business competitiveness demonstration program does not apply. The
contractor shall deliver (i.e., create lesson plan and teach) specific
training on the application and utilization of the Earned Value
Management System (EVMS) wInsight software tool kit, using real-time
data from existing programs under the cognizance of the Defense
Contract Management Command (DCMC). The data will provided by DCMC. The
course will be offered as 10 three-day (Tuesday, Wednesday and
Thursday) classes, five students per class. Students will be DCMC
personnel. The training and data shall be tailored to suit the business
needs of DCMC's EVMS monitors and others doing EVM analysis using
wInsight. The subject matter shall be a combination of the tool kit
training itself and more importantly "project-focused," to include
on-the-spot review, assessment, and analysis of live contractor
performance data and evaluation of contractors cost performance
report(s) relative to the consistency of data, and the adherence to
common sense rules. The contractor will coordinate with a DCMC
designated technical representative to assure the course materials are
on target for the audience. Sample data will be provided upon request
for use in preparing proposals. Tentative date for the first class is
June 05, 2000. Subsequent classes will be given during the weeks
beginning with (Mondays) June 12, 19, 26, July 10, 17, 24, 31, and
August 6, and 13 (see list of locations below with corresponding
tentative dates.) All training days (T-Th) will begin at 8:00 AM and
conclude at 4:00 PM. Contract award/selection will be based on three
factors (weighted equally): the dollar amount of the proposal, the
contents of the proposed lesson plan, and the qualifications of the
prospective instructors (length and quality of appropriate experience,
certifications). Detailed lesson plan and prospective instructors
biographical information must be submitted with the proposals. Training
will be delivered at ten different locations around the continential
United States at DCMC offices. Tenative dates are shown. Any meetings
required prior to the class will be held at Fort Belvoir, HQ, DCMC.

DCMC San Antonio, TX (July 17, 2000), 7. Baltimore, MD (June 5, 2000),
8. DCMC LM Delaware Valley, NJ (June 12, 2000), 9. DCMC LM Owego, NY
(June 26, 2000), 10. DCMC Springfield, NJ (June 19, 2000). All
