The Naval Air Systems Command intends to place an order under an existing Basic Ordering Agreement with McDonnell Douglas Corporation (A Wholly Owned Subsidiary of the Boeing Company) of St. Louis, Missouri 63166, for the procurement of non-recurring efforts required to submit an Engineering Change Proposal (ECP) to the Navy. The ECP will be for the incorporation of an upgraded ATSCV into the F/A-18 E/F aircraft. McDonnell Douglas is the designer, developer, sole manufacturer and integrator of the F/A-18 aircraft in its various configurations and is the only source with the knowledge, expertise and facilities necessary to accomplish this effort within the timeframe required by the Government.
