darhow@eglin.af.mil. A sole source procurement is contemplated with
Alliant Techsystems, Incorporated (ATK), 600 Second Street NE, Hopkins,
MN 55345. ATK is the only known qualified source to perform this
effort. Modifications are required to improve the existing _Elastic
Plastic Impact Code (EPIC)_ high-fidelity, computational analysis
software. The modifications will upgrade EPIC in several areas
including development and incorporation of advanced material models,
development and incorporation of advanced numerical algorithms and
development of the software to support massively parallel computational
architectures. ATK is uniquely capable of performing these tasks
through their direct experience with the original software development,
direct experience with development and implementation of material
models in EPIC, and continued maintenance of the EPIC software. The
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302-1. Interested parties may submit statements
of capability (SOC) demonstrating their experience with EPIC and
ability to upgrade EPIC in the following areas: (1) Develop and
incorporate into EPIC advanced material models; (2) Develop and
incorporate into EPIC advanced numerical algorithms; (3) Develop the
EPIC software to support massively parallel computational
architectures. Submit within 15 days of publication, to Air Force
Research Laboratory (AFRL/MNK), Attn: Ms. Brenda Soler, 101 West Eglin
Blvd, Suite 337, Eglin AFB FL 32542-6810. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates Contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the valuation of proposals or in the source selection
process. Matters of a routine or administrative nature concerning this
acquisition should not be addressed to the Ombudsman but rather to the
Contracting Officer, Contract Specialist, or the Program Manager
