E-MAIL: Marcia Katz, marcia.katz@ssa.gov. The Social Security Administration is seeking sources which are able to perform the microfilming operation described below. Wilkes-Barre Data Operations Center, located in Wilkes-Barre, Pennsylvania, currently microfilm the Annual Wage Reports received from employers annually. This operation begins in January of every year and peaks in mid February through March. Approximately 9,000 AWR ranges are microfilmed and sent for vendor processing and duplication. Three copies with negative images with an optical blip at the top of the film are duplicated for all ranges except Puerto Rican ranges. An additional copy is duplicated for Puerto Rico. Four copies are made from the master and mailed. When the rolls are returned from the vendor, WBDOC edits the copies to determine if the blip is at the top of the film, checks for density readings and for clarity. If the microfilm is acceptable according to procedures the film is mailed to specified locations. If the film is not acceptable then the paper documents arerefilmed. The contractor shall supply all equipment and supplies needed for the following processes: Duplication Process -- Contractor shall receive a Citt4 format image file of AWR via a T1 line or other media and produce a master with 3 duplicate copies with negative images and blip marks for each AWR range. Puerto Rico ranges require a master and 4 duplicate copies. Microfilm Boxes shall be labeled as follows: M- Master Copy, I -- Internal Revenue Service Copy, W1 _ Worker Copy, W2 _ Worker Copy, U -- Puerto Rican Copy. Other characteristics of SSA's microfilm process: Cine mode, Film should be 16mm 215 feet, 2.5 mil overall thickness or 4.0 for COM, ESTAR thin base film, 24 to 1 reduction ratio, Blip (image marking) capability, High image resolution-greater than 77 lines per mm or 320 lines per mm for COM in accordance with ANSI Ph 2.33, Background image density on a negative image of 0.85 to 1.30 (source document) COM systems, Dmin minimum of 1.6 and Reels _2_ or 3_ outside diameter and a one-inch center hole, which is square, keyed. Editing Process: The contractor shall take density reading on all M copies. Film density should not be below .85 or above 1.30. If the density is under 1.00 or is over 1.30 then the density shall be taken throughout the whole roll. If at the unacceptable level the microfilm is marked for refilm. If the film density is within the required specifications, the contractors shall check all copies for range number as well as the beginning and ending page sequence numbers (PSNs) to the film box label. Sight checks approximately every 100 documents for clarity and ongoing PSN sequence. Edit the microfilm for any of the following errors: Fog, Out-of-field, Overlaps, Mutilated documents, Creases, Mutilated film, Folds, Blurred images, Stretches, Blips and Black lines. The contractor shall review the M, W, and U copies for errors not indicated on the "I" copy. If there are more than 5% total errors on the film, the contractor shall repeat the duplication and editing process until it is within tolerance. If the film is within the tolerance the contractor shall mail the copies to specified locations. Mailing Process: After the editing process, the Contractor shall mail copies to the following locations: Master mailed to Boyers, PA, 2 Copies mailed to OEO in Baltimore, Maryland, 1 Copy mailed to the Internal Revenue Service, and 1 Copy mailed to Puerto Rico (for PR ranges only). Management Information Reports: The contractor shall maintain MI data as to the number of ranges process and number duplicated, edited and mailed. Vendors capable of providing the requested service are invited to submit complete information, pricing and GSA schedules.
