State, Office of Foreign Building Operations (A/FBO) has a requirement
for cost estimating services in support of A/FBO projects for various
American Embassy and Consulate facilities located overseas. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, and a written solicitation will not
be issued. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-14.
Solicitation S-LMAQM-00-R-6008, Request for Proposal (RFP) is 100%
set-aside for small business under SIC code 8999 with a business size
standard is $5.0 million or less based on the annual average gross
revenue of a firm which has been in business for three or more complete
fiscal years. The Government may make multiple awards as a result of
Solicitation No. S-LMAQM-00-R-6008. Each indefinite quantity/indefinite
delivery contract will have a two-year base with three option years.
The Government guarantees a minimum of $20,000 awarded over the
two-year base, with a ceiling of $500,000 per year, per contract. Task
orders will be placed against the contract on an as-needed basis and
individually negotiated. The contract will include, but not be limited
to, the following services: performing cost estimating services for
facility and infrastructure assessments, planning studies, and
requirement analyses and life cycle costing. The contractor will
perform tasks in generating conceptual, budgetary and/or detailed cost
estimates and life cycle analysis. Typical tasks may involve travel to
diplomatic posts, conducting facility and/or infrastructure assessments
at posts, interviewing of post engineering staff, researching local
cost data and construction methodologies, and generating studies,
findings, and cost estimates. The Success Integrated Estimating and
Cost Management System andA/FBO custom cost databases will be the
primary estimating tools. The successful offerors, including entities
which comprise joint ventures, must possess or be capable of obtaining
SECRET facility security clearances issued in accordance with the
National Industrial Security Program Operating Manual, DOD 5220.22-M,
prior to contract award. Safeguarding capability for Secret classified
information will also be required. Personnel performing on this
contract will be required to possess Secret personnel security
clearances issued by the Defense Security Service. If uncleared
offerors are selected, the Department of State will sponsor them for
facility security clearances. The facility security clearance must be
issued prior to contract award. If a Department-sponsored firm does not
obtain the clearance necessary for contract award within six months of
notification of its selection for award, the selection may, at the
Department's option, be withdrawn and the firm shall have no
entitlement to recover costs incurred in attempting to obtain the
necessary clearance. Multiple awards may be made to the responsive and
responsible offerors whose offers, conforming to the solicitation,
offer the best value to the Government, while considering both
technical and price factors. Technical factors include technical
qualification requirements and technical evaluation factors. Items not
meeting the technical qualification requirements shall not be
considered for award. The following items are considered technical
qualification requirements. The contractor must possess expertise to
perform tasks in the following areas: architectural, structural, civil,
mechanical, electrical engineering, and physical security and site
work. The contractor must be within one-hour travel time of the
Rosslyn, VA area. The contractor's professional staff must belong to
one or more of the following professional societies and organizations:
American Society of Professional Estimators (ASPE); Association of
Cost Engineers (AcostE); Association of South African Quantity
Surveyors (ASAQS); Australian Institute of Quantity Surveyors (AIQS);
Canadian Institute of Quantity Surveyors (CIQS); International Cost
Engineering Council (ICEC); Society of Cost Estimating and Analysis
(SCEA); AACE International; Royal Institution of Chartered Surveyors
(RICS); or demonstrate a minimum of five years experience estimating
building construction in all its facets. Each technical evaluation
factor will be considered of equal importance. The technical evaluation
criteria are stated as follows: A) Past Performance demonstrating
experience in conducting estimating multi-disciplines and life cycle
cost studies. Knowledge of both Uniformat and CSI is required; B)
Quality -- offerors must submit their internal quality control
procedures and standards for contract deliverables; C) Organizational
Ability as demonstrated through a written plan to assemble qualified
teams consisting of the necessary disciplines to provide cost estimates
and life cycle cost to meet the contractual requirements (including
such items as a listing of permanent staff and letters of agreement to
hire supplemental personnel if needed). Overall, technical evaluation
factors are more important than price factors. However, price becomes
increasingly important relative to the degree of technical equality
among the proposals. An evaluated price will be calculated by
multiplying the quantities by the billing rate proposed for each year.
Offerors must submit a billing rate for each labor category and sheet
reproduction cost for 2-year base and each option year of the
contract. The quantities are for evaluation purposes only and do not
reflect contractual requirements or guarantees: Principal -- 24 hours,
Program Manager 16 hours, Life Cycle Cost/Risk Analyst 48 hours,
Senior Cost Estimator -- 40 hours, Junior Cost Estimator -- 120 hours,
Writer/Editor 40 hours, Research Assistant -- 24 hours, Word Processor
-- 16 hours, Secretary -- 16 hours. Include a price per page (8 x 11)
to be multiplied by 1,500 (total sheets) for reproduction costs. The
Government may determine that an offer is unacceptable if the option
prices are significantly unbalanced. Evaluation of options shall not
obligate the Government to exercise the option(s). Provision FAR

Government intends to evaluate offers and award a contract without
discussions with offerors. Therefore, the offeror's initial offer
should contain the offeror's best terms from a technical and price
standpoint. However, the Government reserves the right to conduct
discussions if later determined by the Contracting Officer as
