States Environmental Protection Agency, Office of Prevention,
Pesticides, and Toxic Substances (OPTS), Office of Pesticide Programs
(OPP), Antimicrobial Division (AD), is issuing a request for proposal
for technical support for the efficacy evaluation of pesticides. This
requirement will be procured utilizing Full and Open Competitive
procedures, SIC Code 8731. The proposed contract is anticipated to be
a cost plus fixed fee (CPFF) level of effort (LOE) contract. The period
of performance will consist of a 12-month base period with four
one-year option periods. The purpose of this contract is to provide the
resources necessary to evaluate the efficacy of pesticides for
registration, preregistration and special review efforts. The
Environmental Protection Agency's Office of Pesticide Programs, as
required by the Federal Insecticide, Fungicide and Rodenticide Act
(FIFRA), and the Federal Food, Drug and Cosmetic Act (FFDCA) as amended
by the Food Quality Protection Act (FQPA) of 1996, institutes
procedures for the registration and reregistration of pesticides. OPP
develops data requirements and study guidelines that are used to assess
the potential impact pesticides may have on human health and the
environment. Before using these data for regulatory purposes, OPP must
evaluate the studies to determine their adequacy and to guarantee that
appropriate quality assurance procedures were carried out. The
contractor must be cleared for access to FIFRA confidential business
information (CBI) and must control the information in accordance with
the EPA publication entitled "FIFRA Information Security Manual."
Contractor support will be required for the preparation of
Reregistration Eligibility Documents (REDs), reviewing product specific
efficacy data, test guideline development, reviewing incident
information, conducting literature searches and hard copy acquisition,
and conducting workshops and seminars. The RFP will be made available
through the Internet and will appear at the EPA Contracts internet
Website on or around March 30, 2000. No hard copies of the RFP will be
provided without written certification that Internet capability is
unavailable. All responsible offerors may submit a proposal which shall
be considered by the agency.The EPA Website is located at
