for commercial items prepared in accordance with the format in FAR
Subpart 12.6 as supplemented with additional information in this
notice. This announcement constitutes the only solicitation; a written
solicitation will not be issued. FISC Norfolk Det. Phila intends to
acquire a Submarine School Training for installation of ten (AEC)
Automated Electronic Classrooms located at Naval Submarine School,
Groton CT. Requirement will be solicited as a commercial item
acquisition IAW FAR part 12, using the special simplified acquisition
procedures as set forth in FAR, part 13.5. The RFQ number is
N00140-00-Q-1389. Requirements: The U.S. Naval Submarine School will be
modernizing the officer "pipeline" training in the Submarine Officer
Basic Course (SOBC) and Submarine Officer Advanced Course (SOAC). This
modernization will consist of the installation of ten Automated
Electronic Classrooms (AEC) as well as incorporation management tools.
In conjunction with the computer-based upgrades, the duration of each
of the courses of instruction will be reduced in length by two weeks.
The commanding Officer, U.S. Naval Submarine School will require the
conduct of an assessment of the methods of instruction currently in
use, facilities in use, planned facilities improvements, instructional
management system(s) in use, training requirements, and other factors
influencing efficiency and effectiveness of training. Technical
Requirements: (1) The contractor will provide a Team of personnel with
a cross-section of experience in submarine training and computer-based
training and management systems. The submarine experience should be
recent and relevant to the skills necessary to teach submarine officers
critical skills. The experience of the team shall be firmly founded in
supervisory and executive level leadership requirements necessary to
teach prospective submarine officers. Team members will have at least
a Secret security clearance. This Team will coordinate with the Officer
Training Department of the Submarine School staff to meet and review
CNET and NAVEDTRA requirements. They will also review the learning
objectives for the SOCA and SOBC courses to gain an understanding of
any applicable procedures. The Team review course training materials
and computer-based and multi-media training currently in use. They will
also make themselves aware of the need to "export" training via video
teleconferences (VTC) or SIPRNET. (2) Following the above, the Team
will review the initial results with a Advisory Board of personnel who
have extensive experience in various different instructional delivery
systems, both from the product development standpoint and from the
training delivery perspective. Advisory Board members will also be
available for review and feedback as necessary. (3) A written report
will be developed for the Commanding Officer, U.S. Naval Submarine
School, which will include the recommended plan to accomplish
improvements for the upgrade of submarine officer pipeline training.
Representative specific goals include (but are not necessarily limited
to): (a) Instructional Management Systems Upgrades: (1) AEC access to
instructional and reference materials. The expected approach is
development of a database of multimedia files for use by instructors in
preparing their classroom presentations. (2) Improved archiving and
access to student performance records. This may include automation of
the archiving of these records. (3) Improved authoring capability for
all instructors: (Note): This study should include guidelines for
mentoring instructors in the use of such software. (4) Use of AEC
hardware and infrastructure to more efficiently conduct testing,
on-site modification of class materials, etc. (5) Provide recommended
use of an improved Instructional Management System to assess student
performance. In conjunction with assessment, the capability to tailor
the course to meet the needs of the students should be considered. (6)
Reduce course length or provide additional course content. (b)
Improved instructional delivery methods: (1) Identify areas that could
benefit most from simulation or other multimedia development. (2)
Address areas that would benefit from interactive courseware
development. (3) Identify improvements that would provide
effectiveness, such as scenario generators. (4) Evaluate/identify
options for "night study" programs tailored to individuals vice group
learning. (5) Evaluate the concept of module-based software, i.e., work
on interactive plots initially then move to tactics. Link the tactics
to NWPs and classroom multimedia presentation materials. (6) Review
methods of "exporting" training via VTC or SIPRNET and provide
recommendations regarding the training that would lend itself to these
delivery methods. (c) Incorporation of existing advanced training
materials: (1) Provide approach for incorporating existing simulation
products, i.e., SET or CBOT, in the AEC. (d) Remedial instructional
assistance: (1) Provide recommendations for addressing remedial or
extra instruction using computer-based materials. B. Task 2 Timeline
Development: The contractor will prepare a proposed timeline for
implementing the plan outlined in Task 1. Timeline should include
monitoring and reporting dates for milestones. 3. Documentation: (b)
Final Report: The report is detailed in paragraph 2.A Task 1 and in
paragraph 2.B Task 2. The reports will be provided in electronic format
(MS Word) and in a hard copy format. Changes to any task statement must
be approved by the CO, Submarine School. (c) Deliverables will be
provided to CO, Submarine School with copies to CDR Daniel Farson,
Officer Training Department Head. 4. Travel: Long distance travel is
not anticipated in support of this effort. 5. Labor: The following
labor categories and commensurate qualification are requested in

Contractor Registration. All responsible sources are encouraged to
submit a quotation in response to this combined synopsis/solicitation.
This will be a GSA award under Group 70, Part I, Sections B & C.
