Office of Migrant Education (OME) has an ongoing requirement for the
operation of a toll free 1-800 line. OME provides interstate
coordination and connectivity for migrant students and their educators
via venues such as interstate coordination meetings, a 1-800 phone
number providing interstate information to callers, and now is
venturing into the early inquiry stages regarding the feasibility of an
electronic student information system which would provide migrant
educators information regarding incoming migrant students such as
academic and health information. This information is vital in ensuring
the best possible education is made available to migrant students. The
current procurement was awarded on March 28, 1996 and is scheduled to
expire on March 31, 2000. The proposed contract action is for supplies
or services for which the Government intends to solicit and negotiate
with the State University of New York, Oneonta under the authority of
FAR 6.302. Only Not-for-Profit institutions should apply. Interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. This notice of intent is not a request
for competitive proposals. However, all proposals received within
thirty days after date of publication of this synopsis, will be
considered by the Government. A determination by the Government not to
compete with this proposed contract based upon responses to this
notice is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Requests for
copies of the Statement of Work may be made by telephone, mail,
telegram, internet or in person. The anticipated issue date is 2/24/00,
the closing date is 3/24/00. All requests shall reference the number
and title of the RFP (1-800 Service and Migrant Education Coordination
