(NOCA). This Commerce Business Daily (CBD) announcement constitutes a
Notice of Contract Action (NOCA) of a proposed purchase of accessory
parts for the Theater Deployable Communications, Lightweight Multiband
Satellite Terminal (TDC/LMST) Program to be accomplished under Federal
Acquisition Regulation (FAR) Part 12, "Acquisition of Commercial
Items". Theater Deployable Communications (TDC) is a state-of-the-art
communications infrastructure designed to replace existing older
communication systems. The TDC system can transmit and receive voice,
data, and video communications securely to and from wireless,
satellite, or hard-wired sources. TDC/LMST is a system designed to
provide satellite communications for a point to point connection. The
LMST system is a commercial off-the-shelf, Non Developmental Item
(COTS/NDI) triband satellite communications terminal. The LMST
configuration currently being fielded uses the Adaptive Broadband
SLM-8650 modem. To support operations through Defense Information
Services Agency (DISA) entry points, the Air Force requires the
following additional cards: 151 each Reed Solomon, (SDM-8000) part
number PL/3708-1 circuit card assemblies. The items and quantities are
to be acquired and priced under one order (part number is Adaptive
Broadband designation). Delivery will be to ESC/DIGD, 5 Eglin Street,
Hanscom AFB, MA 01731-2100 no later than 45 days after contract award.
ESC proposes to award an order during March 2000, to Adaptive
Broadband to acquire these circuit card assemblies. The proposed
contract action is for circuit card assemblies for which the Government
intends to solicit and negotiate with one source under authority of FAR
6.302-1, "Only One Responsible Source and No Other Supplies or Services
Will Satisfy Agency Requirements". Other interested firms must provide
sufficient documentation to demonstrate that they can provide all
required cards, as detailed in this announcement, within the specified
schedule, to ESC/DIGK, Bldg 1612, 5 Eglin Street, Hanscom AFB,
01731-2100, Attn: Cathy Mirra or by fax to (781) 377-5650. Supporting
documentation may include, but is not limited to, company
qualifications, equipment specification sheets, and catalogs. Responses
must be received no later than close of business on 6 Mar 00. Responses
must include the company name; address; DUNS number, CAGE code, Tax
Identification Number, size of business (i.e., large business, small
business, small disadvantaged business, 8 (a) concern, or women-owned
business, very small business, or HUBZone small business); whether U.S.
or foreign owned entity, and a point of contact in their response. The
Government anticipates award of an order to Adaptive Broadband on or
about 20 Mar 00. This notice does not constitute a Request for Quote,
it does not restrict the Government as to the ultimate acquisition
approach, nor should it be construed as a commitment by the Government.
An Acquisition Ombudsman, Colonel Steven H. Sheldon, Director,
Commander's Staff, has been appointed to hear concerns from offerors or
potential offerors during proposal development. You should only contact
the Ombudsman with issues or problems you cannot satisfactorily resolve
with the program manager and/or contracting officer. The Ombudsman role
is to hear concerns, issues, and recommendations and communicate these
to the appropriate government personnel. The Ombudsman will maintain
strict confidentiality if desired. The Ombudsman does not evaluate
